Others present were Kristin Newton, ADRC Administator; Bob Rohret, HHS Director; Fay
Stenke, HHSFiscal Manager; Elle Klasen, St. Croix County Public Health Epidemiologist;
Phil Langraf, St. Croix County Veterans Service Office. The meeting was attending
virtually by Ashley Lien and Amanda Miller, Center for Independent Living for Western
Wisconsin.
APPROVAL OF MINUTES
1.Council on Aging and Disabilities Regular Meeting November 11, 20228:30 AM
Chair Ostness asked if there were any corrections, additions, or deletions to the minutes.
Chair Ostenss approved the minutes as written.
RESULT: ACCEPTED
PUBLIC COMMENT
Council Chair Ostness opened the floor for public comment. Hearing none, he proceeded with
the meeting.
BUSINESS ITEMS
REQUEST FOR FUTURE AGENDA ITEMS
1. Communicable Disease Update
Elle Klasen, St. Croix County Public Health Epidemiologist, provided a presentation on
Communicable Disease currently in St. Croix County. Klasen reviewed statistics regarding
RSV, Flu (Influenza) and COVID. Discussion followed.
RESULT: DISCUSSED
2. Aging and Disability Resource Center Financial Reports
Fay Strenke, HHS Financial Manager, reviewed the November 2022 Financial Report.
Strenke mentioned the intergovernmental revenue for the Aging programs is slightly
behind due to the state waiting for arrival of federal funding. Discussion followed.
RESULT: DISCUSSED
3. Presentation by Western Wisconsin Center for Independent Living Center
Amanda Miller and Ashley Lien with the Center for Independent Living of Western
Wisconsin provided the Council members with information regarding programs and
services offered through the Center for Independent Living. There are three departments
within CIL - Independent Living Skills, Transportation and Supportive Home Care
Department. Discussion followed.
RESULT: DISCUSSED
4. St. Croix County Veterans Service Office (SCC VSO) Presentation
Phil Landgraf, St. Croix County Veterans Service Officer, presented information programs
and services offered through the Veterans Services Officer. Provide transportation,
assistance with applying for benefits, education, referrals to mental health services.
Discussion followed.
RESULT: DISCUSSED
5. St. Croix County 2021 Meal Cost Tool Analysis for Nutrition Program and Donation
Request
Kristin Newton, ADRC Administrator, requested the item be tabled due to discussion at
Nutrition Advisory Meeting on Tuesday, December 6. The Nutrition Advisory would like
to more time to review statistics and information from 2022.
RESULT: POSTPONED
ANNOUNCEMENTS & CORRESPONDENCE
Council member Meyer announced a grant award ceremony will be held on December 15 at the
Civic Center to the VFW for the new Freedom Center.
HHS Director Rohret informed the Council members that the Health and Human Services Board
meeting will be held on Wednesday, December 21, 2022.
Rohret mentioned Health and Human Services will have a space in Hudson as part of the
Government Center expansion with a separate waiting area and location to meet with clients.
Rohret announced there will be an Addiction Symposium in the spring of 2023, more
information will follow.
Kristin announced that the Hudson Senior Nutrition Program transitioned to Agave 2 GoGo on
Monday, December 5. The Hudson program will be the second restaurant model for St. Croix
County.
Finished the annual enrollment period for Medicare ended on December 7 with all callers being
able to meet either face-to-face with a Benefit Specialist or over the phone.

in New Richmond.
