CALL TO ORDER
Council on Aging and Disabilities (COAD) Chair Ostness called the November 10, 2023 meeting
of the COAD to order at approximately 8:30 AM.

APPROVAL OF MINUTES
1. Council on Aging and Disabilities Regular Meeting September 8, 2023 8:30 AM
Council Chair Ostness asked if there were any corrections, additions, or deletions to the
minutes. With nothing noted Chair Ostness approved the minutes as written.
RESULT: ACCEPTED
PUBLIC COMMENT
Chair Ostness opened the floor for public comment. Hearing none, he proceeded with the
meeting.
BUSINESS ITEMS
1. Aging and Disability Resource Center Financial Reports
Fay Strenke, HHS Fiscal Manager, reviewed the 2023 Financial Report.
Discussion and questions followed.

2. Transportation Presentation
Amy Roemhild, HHS Supervisor-ADRC presented a power point on Specialized
Transportation Assistance Program. Roemhild explain what the Specialized
Transportation Assistance for counties is. Roemhild also discussed the purpose to
promote the general public health and welfare. Roemhild mentioned that the Locally
Developed Transportation Coordination goals for 2024-2028 was just completed with a
public hearing. The established goals are to strive to increase transportation funding,
develop access to information and to improve collaboration among service providers.
Roemhild reviewed the current number of rides being supported within the county.
Roemhild also shared 2023 grant projects; River Falls Ride Share Taxi, New Freedom
Volunteer Transportation(CILWW), Site Specialized Transportation, Hudson Project
Collaboration and New Richmond Ride Share Taxi. Roemhild shared that there will be a
public hearing Wednesday, Nov. 29, 2023 @ 1 p.m. at the St Croix Service Center.

3. St Croix County Coordinated Transportation Plan
Amy Roemhild, HHS Supervisor-ADRC shared St Croix County Locally-Developed Human
Service Transportation Coordination Plan. Roemhild explained the purpose, process,
assessments and the needs of transportation. Roemhild provided the coordination plan
worksheet with St Croix county goals for 2023. This included the invitation letter, public
notices, flyer, invitation list, participant list, meeting agenda, meeting evaluation, maps,
transportation services inventories and approval action documentation.

4. Nutrition Program Updates
ADRC Administrator Kristin Newton provided information on the ADRC Nutrition
program and St Croix Senior site updates. Newton shared 2022-2023 Senior Nutrition
program data for all 4 quarters. Newton explained the site details including location,
meals, rent and schedule. Newton also mention that transportation is available to all
sites. Newton shared all sites have been transitioned to a catered and/or restaurant
model. Newton announced that ADRC is currently recruiting for a Nutrition Program
manager in 3 locations.

Chair Dave Ostness asked if there were any suggestions for future agenda items. No suggestions
where noted.
ANNOUNCEMENTS & CORRESPONDENCE
ADRC Administrator Newton announced:
Adminstrator Newton announced that Kim Bauer, Dementia Care Specialist did the Walk to End
Alzheimer and the event was successful, September 22nd was the 17th Annual Caregiver
Conference at Northwood Technical College and October 27th was the Monster Mash Bingo
Bash held at the Park Center in Roberts.
Newton informed the Council that ADRC is continuing to update the ADRC newsletter mailing
list and if you would like the newsletter or would like to continue to receive the newsletter you
will need to sign up.
Chair Ostness added that the newsletter is now available online. You can find all the ADRC
newsletters on the St. Croix county website.
Newton mentioned that ADRC is working on a new program to help organize the volunteer
management.
Newton also mentioned that November is Dementia Care awareness month.
Newton shared that during the winter months ADRC will start to use RAVE messaging system to
announce when the Senior Centers are closed. Newton stated that when the local school
districts are closed due to winter weather the Senior Centers will also be closed.
HHS Director Rohret shared:
Director Rohret announced there is no HHS board meeting this month.
Rohret disscussed and review the St. Croix county budget.
Rohret mentioned that today there is Veteran ceremony being held at Government building
at 11 AM.
Rohret also mentioned that there has been some tragic events in UW River Falls and at St.
Croix Central school. HHS behavioral health has sent some counselors to both locations to
work with students and faculty. HHS is also renewing a communication campaign to help
reach people who are struggling and to raise awareness.
Amy Roemhild announced that every year we do a Secret Santa program to help brighten
the Christmas holiday for seniors and people with disabilities who reside in St. Croix county.
ADRC is currently taking nominations.
Roemhild shared that ADRC is doing a fundraiser November 28th, 6 p.m. at Ready Randy's.
There will be a meat raffle, 50/50, raffles and a bake sale to help raise funds for the Secret
Santa program.
