APPROVAL OF MINUTES Conveyor Ostness asked if there were any corrections, additions, or deletions to the minutes. With nothing noted Conveyor Ostness accepted the minutes as written. 1. Council on Aging and Disabilities Regular Meeting March 8, 2024 8:30 AM RESULT: APPROVED \[UNANIMOUS\] MOVER: Roxanne M. Wakeen, Joan Detloff EXCUSED: Paul Adams, Amy Schneider PUBLIC COMMENT Conveyor Ostness opened the meeting to public comment for items on or off the agenda. No public comment today. BUSINESS ITEMS A. Voting Agenda Item 1. Election of Chair Election of the Council on Aging and Disabilities (COAD) Convener Ostness opened the floor for nominations for Council Chair. Council member Paulette Anderson moved to nominate Supervisor Dave Ostness; seconded by Council member Roxanne Wakeen. The election of Supervisor Dave Ostness as COAD Chair was voted on and approved. Council member Paulette Anderson nominated Supervisor Cathy Leaf; Council member Roxanne Wakeen seconded. The election of Supervisor Cathy Leaf as COAD Vice-Chair was voted on and approved. Consideration of Regular Meeting Schedule Date & Time Council Chair Ostness reviewed the current meeting schedule with the Council members. Council members would like to continue meeting the 2nd Friday of the month at 8:30 a.m. in New Richmond at the St. Croix County Service Center. Wakeen, Joan Detloff EXCUSED: Paul Adams, Amy Schneider B. Info/Discussion Items 1. ADRC Financials Fiscal Manager Fay Strenke reviewed the monthly financials with the council. Strenke reviewed the current numbers. Discussion and questions followed. 2. Aging Plan Aging and Disability Resource Center (ADRC) Aging Supervisor , Amy Roemhild discussed the Aging Plan and the process for development of our 2025-2027 Aging Plan. Roemhild presented a power point explaining what the Aging Plan is. Roemhild shared that all Aging units are required to develop a plan that guides your community programs and services related to Older American Act (OAA) programs and funding. The plans are developed for a 3-year period and the Aging Plans and progress are approved and evaluated by Greater Wisconsin Agency on Aging Resources, Inc. (GWAAR). Roemhild shared a timeline with dates of what happens next. Roemhild shared ways of community engagement which included public survey, press release, and St. Croix County Facebook page and website. This also included speaking at Senior Centers, Senior Center Boards, Volunteer Banquet, Center Board Coalition, Day Away participants, and ADRC Council. Roemhild shared a goal development, this included four required goal areas and three required value goals. The next steps will be to evaluate our Community Engagement Data, develop draft goals, hold Public Hearing presenting the plan, receive approval from Council and final plan due to GWAAR Nov. 8th, 2024. Discussion and questions followed. 3. ADRC Budget Pressures The Aging and Disability Resource Center (ADRC) Administrator Kristin Newton presented a power point showing the budget pressures and service demands with ADRC. Newton shared the Congregate and Home-Delivered Meals is a large portion in the ADRC budget. In 2023 ADRC served 18,401 Congregate Meals. Challenges for ADRC is rising food cost, social isolation, nutrition needs of our seniors, ARPA funds expiring in 2024 and funding limitations. Newton shared mitigating opportunities stating possibility of increasing suggested contribution rates or refine our contribution-collection efforts. Newton shared ADRC is considering of using a voucher system, grant exploration efforts and increase volunteer utilization. Newton shared in 2023 the ADRC Specialist had 40% increase with approximately 4020 calls. Challenges ADRC are having is the stagnant ADRC funding, caregiver shortages, aging population, socio-economic struggles, Medicaid challenges post- Public Health Emergency, and triage of referrals. Mitigating opportunities include Medicaid Time and Task reporting (approximately 50% funded) and consider adding 1.0 FTE Human and Health Services (HHS) ADRC Supervisor or 1.0 FTE Resource Specialist to assist in performing Intake duties and creating efficiencies around process/triage of referrals (approximately 50% funded) Discussion and questions followed. 4. Introduction of Dementia Care Specialist Aging and Disability Resource Center (ADRC) Administrator, Kristin Newton introduced the new ADRC Dementia Care Specialist Courtney Brunner. Newton shared Brunner used to work with Human Health Service (HHS) Children Wavier Division with Newton. Brunner has great experience as a Therapist and a Social Worker. Brunner explained she is very excited to be here with ADRC. Discussion and questions followed. REQUEST FOR FUTURE AGENDA ITEMS Chair Dave Ostness asked if there were any suggestions for future agenda items. Council member Paulette Anderson stated that she will be reporting on Aging Advocacy. Anderson along with ADRC Administrator Newton and ADRC Supervisor Roemhild will be meeting at the Capitol in Madison. HHS Director Bob Rohret announced the 2023 HHS Annual report will be ready at our next meeting. . ANNOUNCEMENTS & CORRESPONDENCE Council member Joan Detloff shared she participate in a book club held by Dementia Care Specialist, Kimberly Bauer. Detloff stated that it was a great experience. ADRC Administrator Newton mention the Volunteer Banquet was held last week. ADRC Administrator Newton informed the Council that the Independent Living Support Pilot (ILSP) project is set to expire on June 30, 2024. After that date ADRC will not be able to enroll anyone new on the pilot program. The County wide Senior Picnic is on Friday, June 14th, @ 11 a.m. Located at the Robert's Park Building. ADRC Administrator also shared starting in July we will have a new ADRC newsletter. ADRC will be using new publisher for the newsletter which will be saving ADRC approximately $40,000. You will have an opportunity to have paper copy mailed or email. ADRC Administrator Newton, HHS Supervisor Roemhild, Council Chair Ostness, and Council member Paulette Anderson will be heading to Madison to attend the Aging Advocacy Day event and will report back about it at our next board meeting. Another big project ADRC is working on in our Nutrition program is GWAAR will be performing an assessment in June. ADRC Administrator Newton will report back about this at our next board meeting as well. Newton also announced that the Information and Assistance Specialist are down one team member. Due to this the team is a little more strapped for time. Lastly, ADRC is looking to hold a Legislator Event here in St. Croix County. ADRC will be working on this and will be partnering with Public Health. HHS Director Rohret welcomed new Council members. HHS Director Rohret also mention Elle Klasen has accepted the position of St. Croix County Public Health Administrator and Health Officer. HHS Director Rohret shared the Mental Health Symposium at St. Croix Central High School on May 1st. The topic was around mental health and young adults. You can view this on the St. Croix County website. Council Chair Ostness also welcome the new Council members.
