The St. Croix County Health and Human Services Board met on February 12, 2002
at the St. Croix County Health and Human Services/Health Center complex.

Chair Stephens called the meeting to order at 8:30 AM noting the meeting was
properly and legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is scheduled
for Thursday, February 28, at 6:30 PM; the following meeting is scheduled for
Tuesday, March 12, 2002.
AGENDA: Motion: A motion was introduced by Bethke, seconded by Burri, and
unanimously adopted: That the agenda be approved as circulated.
ORDINANCE TO OBTAIN "AGENT STATUS": If the ordinance is ready by April 1,
the State will allow us to issue 15-month licenses to new facilities applying
for licenses between 04/01/02 and 06/30/02. This would allow the County to
capture additional revenues instead of the State. The ordinance has not been
returned from Corp. Counsel. In order to implement by April 1, the ordinance
needs to be approved by the County Board at their March 19 meeting. If the
ordinance is not done by the morning of 02/28/02, Stephens, Nelson and Borup
will meet with Corp. Counsel.
MINUTES: Motion: A motion was introduced by Bethke, seconded by Burri, and
unanimously adopted: That the minutes of the 01/24/02 Health and Human
Services Board meeting be approved as circulated.
CONSIDERATION OF CLAIMS: The following reports for January were distributed
to the Board: fixed assets, unemployment report for three months, and cash
reports. The books are not closed to provide a 2001 financial report.

Health and Human Services Board member, Burri, reviewed the vouchers. No
specific vouchers were pulled to review.
Motion: A motion was introduced by Burri, seconded by Stephens, and
unanimously adopted: That the following vouchers be approved and be made a

FINANCIAL REPORTS: There is no year-end financial report due to closing the
books. The audited figures should be ready sometime in April. Borup is
optimistic the numbers for the Nursing Home look better than anticipated.
Administrative costs are being cut in the Nursing Home through attrition.

Motion: A motion was introduced by Stephens, seconded by Burri, That the
Board go into closed session per Wisconsin Statute 19.85 (1) (c) for the

Stephens said it was a pleasure to give a good evaluation to a good person.
ACTION ON BIDS TO LEASE/PURCHASE 14-PASSENGER BUSSETTE FOR ST. CROIX
INDUSTRIES: Per budget and capital outlay plan, bids have been sought for
lease/purchase of 14-passenger bussette for St. Croix Industries. Eichstaedt
distributed a spreadsheet comparing the eight bids received. Eichstaedt
recommended the vehicle described as 1B on the spreadsheet because of the
price and it is similar to a vehicle currently used by St. Croix Industries
and staff are happy with that vehicle. St. Croix Industries will trade in a
1992 vehicle.
Motion: A motion was introduced by Bethke, seconded by Burri and unanimously
adopted: That the Board accepts the bid as described in 1B of the
spreadsheet for $45,080 less $1,500 discount at time of order and another
$1,000 discount at time of receipt, plus trade in of 1992 vehicle for a final
net cost of $42,580.
ECONOMIC SUPPORT/W-2: Squyer reported the W-2 activity is starting to
increase and anticipates this will remain the trend. She said she received
information that GS in Hudson is moving to Mexico and UFE in River Falls is
closing and these changes will result in a large number of job losses in St.
Croix County. Squyer and Borup are to go before the Finance Committee in
either March or April. She has no reason to believe the governor will cut
funding for the W-2 program. However, the State has also been informed that

the Counties have agreed to take the W-2 contract, however, reserve the right
to exit with a 120-day notice if no monies are available.
Squyer reported grant funding is being written by other groups in the
community to lease St. Ann's convent in Somerset as a transitional shelter
with possibly some emergency shelter as well. She said the only other shelter
in St. Croix County is Faith House, but that only supports one family. She
said currently there are no residency requirements at St. Ann's but
anticipates that will change.
Community reinvestment monies will not be available for shelter assistance in
2002, which will impact clients.
PERFORMANCE STANDARDS FOR 2001: Squyer distributed the Performance Standards
for 2001. Because we met the Performance Standards, we will be entitled to
extra funding for the W-2 contract for 2002. The maximum would be Community
Reinvestment money of $22,084 and unrestricted W-2 money of $29,446 but have
not been notified how much will be received.
NURSING HOME: Krieger reported the Nursing Home census is 87. She said St.
Croix Health Center Nursing Home admissions are up 91% in three years. She
said there were 15 admissions in January. Krieger said the Medicaid rate is
not finalized yet but it looks like it will be a 13% increase 07/01/01. The
St. Croix Health Center received a nice rate because of the bed banking and a
hold harmless for this year's rate.
Krieger said the add-ons for the Medicare rates will expire in September 2002
and this is another area where the Nursing Home may lose money if these are
not renewed. She said the VA is over budget and requested a 25% discount on
the rates in their contract. She negotiated the discount down to 20% but
couldn't get it any lower. The nursing home has very few VA admissions.
The software for the Nursing Home was originally supposed to be supported
through 2004 but that support will end 12/31/02, which was announced late in
2001. The Nursing Home planned to transition to the windows-based version of
software in the 2003 budget but that plan has been expedited due to the non-
support. The cost for hardware updates is the bulk of the expense for the
transition. The software company requires one-third down or $5,247 by
03/01/02 and a commitment for implementation by June 1.
Motion: A motion was introduced by Stephens, seconded by Burri, and
unanimously adopted: That the Board approves spending $5,247 by 03/01/02
from the Bayport Grant money for the computer software upgrade.
Finance did not meet in February so was not available for the software
presentation.
Krieger said there have been no pharmacy errors the first of the month with
the new fills.
PUBLIC HEALTH: Nelson reported on communicable disease. She said influenza
is reaching the peak; most cases reported have been Type A influenza
although there have been fewer cases than other years.
Nelson said the second meeting for the Planning for the Next Influenza
Pandemic meeting was held last week. She said hospital, clinic and some

nursing home staff attended. All morticians, chief of medical staff and the
county coroner were invited but did not attend. Attendees will do an
assessment of what is available in their own community and another meeting
will be held in April. Nelson thanked Johnson for attending the meeting.
Nelson reported the Federal Government is making about $19 million for
bioterriorism funding for Wisconsin. WI DHFS will develop a draft proposal
after focus groups and other input opportunities from public health partners.
The proposal will be submitted to the Governor's Task Force for review and to
the Governor for final approval and transmission to the federal government.
Nelson said there will be a meeting on March 20 in Eau Claire regarding
Public Health Preparedness for Bioterriorism. She asked Board members to
notify her if they would like to attend.
Nelson reported there will be a conference June 11 and 12 in the Wisconsin
Dells on The Public Health Crisis: Wisconsin's Response and invited Board
members to attend.
Nelson said the 2001 consolidated contract review for Public Health will be
done this afternoon.
REQUEST TO PURCHASE DEPARTMENT AUTOMOBILES PER CAPITAL OUTLAY PLAN: It is
time to replace two of the 1997 Ford Taurus cars. Borup said Kiesler has done
a lot of work investigating purchasing vehicles and said purchasing vehicles
is financially advantageous to the Department. The State goes through a bid
process for purchasing vehicles and Cox Motors is less than that bid price.
Motion: A motion was introduced by Stephens, seconded by Bethke, and
unanimously adopted: That the Board approves to purchase two Ford Focus cars
at $12,495 each and to sell two Ford Taurus cars, with a trade value of
$2,500 each.
SETTING 2002 RATES FOR JUVENILE RESPITE AND SHELTER CARE: Johnson requested
an increase in the shelter and respite rates for 2002.
Motion: A motion was introduced by Burri, seconded by Bethke, and
unanimously adopted: That the Board approves the following shelter and
respite rates for 2002 effective 02/01/02:
Respite: $42.00 per day
Shelter: $52.00 per day
On-call Shelter: $26.00 per day (no increase.
Stephens asked if there were any other issues to bring before the Board.
Motion: A motion was introduced by Bethke, seconded by Stephens, and
unanimously adopted: that the meeting be adjourned.
