Borup stated the Nursing Home 12/31/01 cash balance at $635,640 includes the year 2000 deficit of $418,000. Borup also reported the Department has a pre-audited surplus through 2001 and the Department and Nursing Home both are under budget through February of 2002. To be on budget, percentage should be 16.67 R' St. Croix County Health and Human Services Board Page 7 April 11, 2002 LONG TERM SUPPORT: Lockwood reported some proposed changes in Long Term Support. It is anticipated that Northern and Central Developmental Disability Centers will be closed and care will need to be provided for these clients in the community. The County has seven clients at Northern Center. Lockwood distributed a report describing the average daily costs for the 1998, 1999, and 2000 for a client to live in the community versus living at one of the Centers. He said the counties get very few increases in the cost of care for clients versus the centers. Pressure has been applied to provide State match dollars for these clients as the additional costs to care for these clients will belong to the counties. INCREASE 60% LONG TERM SUPPORT SOCIAL WORKER POSITION TO 100%: Lockwood said the State has allocated 24 CIP II slots to Long Term Support that the County will implement effective 01/01/2002. This will allow the County to serve at least 19 persons from the COP-W waiting list. If the current 60W social worker position is expanded to 1008, seven of those 19 clients will be able to be served. The 40% increase in this position would be limited term employee status due to the process to be permanent would have to go through Personnel. The estimated cost for increasing this position would be $14,273 and the estimated revenue generated due to increasing the position would be $16,512. Lockwood said this is the only change he is requesting for this year as future requests would be done through the formal budget process. Motion: A motion was introduced by Berenschot, seconded by Burri and unanimously adopted: That the Board approves to increase Long Term Support Social Worker from 60% to 100% for 2002 and this request will be forwarded to Personnel. ECONOMIC SUPPORT/W-2: Squyer reported the client count for W-2 is down but has no explanation for the decrease. She said Polk, Pepin, Pierce, Chippewa and Dunn are also reporting similar declines in caseloads. Borup and Squyer gave a presentation to the Finance Committee on 04/10/02 and are scheduled for another update in July. Squyer reported notice was received there would be some Community Reinvestment money available to the counties based on the Performance Standards criteria set by the State. She said the first allocation was for $20,084 and this money will be used to supplement the W-2 Contract. This includes customer benefits and supplementing the salary and fringes of Financial Employment Planners. She said we anticipate a second allocation of Community Reinvestment dollars up to $29,000. A portion of this amount will be restricted for customer benefits and the balance will be used to offset the Economic Support Program. Squyer said the Estate Recovery Program issued an incentive check for $8,656. This money will be used for supplement the 2002 Economic Support Contract. Squyer said the total of $57,740 for the above listed monies was not budgeted for in the 2002 budget. Of the State revenues, for W-2 we will receive 1/24th revenue per month and for Economic Support we will receive 1/12th revenue allocation per month. Charlotte Skoviera is currently 50% Economic Support Specialist and 50% Child Care Certifier. Her position will change to 40% Economic Support Specialist and 60% Child Care Certifier due to changes in childcare requirements. She St. Croix County Health and Human Services Board Page 8 April 11, 2002 is required to monitor childcare centers and visit each center at least once a year and monitor attendance reports effective May 1, 2002. We were notified of this change in March, 2002, so this was not budgeted in the 2002 budget. This change will require a lot of travel and time out of the office. Stephens suggested investigating purchasing another vehicle for this new responsibility in May or June. NURSING HOME: Nursing Home census is 83 with one admission pending. Borup reported that Wipfli has been here doing the management audit. The survey process with the State surveyors went well. PERSONNEL ISSUES: Borup announced that Michele Johnson resigned her position in Long Term Support effective 04/12/02. Discussion held regarding union issues and open positions. RESOLUTION TO ENACT 2002-2003 FEE STRUCTURE FOR CHAPTER 20, LODGING AND FOOD PROTECTION, AND CHAPTER 21, TATTOOING AND BODY PIERCING: This resolution is attached at the end of the minutes. Fee schedule for annual fee, pre- inspection fee for change of owner, pre-inspection fee for new construction were reviewed and compared to state fees. Motion: A motion was introduced by Wentz, seconded by Burri, and unanimously adopted: That the Board approves the resolution to enact 2002-2003 fee structure for Chapter 20, lodging and food protection, and Chapter 21, tattooing and body piercing (attached at the end of the minutes). Nelson said the Legislative Event is scheduled for Monday, April 15, 2002, from 9:00 AM to 11:00 AM at the St. Croix Health Center. She distributed an agenda for the event and minutes of the previous event held on January 21, 2002. Board members were invited to attend. Nelson said she has a copy of the Wisconsin State Health Plan 2010 and will provide hard copies for the Board members after she receives them. The website for accessing the report was provided. Nelson informed the Board that the 2001 Wisconsin Youth Risk Behavior Survey is now available. A copy of access address and website were distributed.
