APPROVAL OF MINUTES 1. Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting December 15, 2020 12:00 PM Minutes from December 15, 2020 accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. St. Croix County Circuit Court Operations Update Judge Nordstrand provided an update that jury trials will resume on March 1, 2021. Laurie Osberg introduced Travis Satorius, the new attorney manager of the Hudson Public Defender's Office. Laurie and Travis would like court appearances to continue via zoom as much as possible, or in the alternative, a slow return to in-person appearances. RESULT: DISCUSSED 2. Justice Services Task Force Update Judge Nordstrand gave an overview of the new Justice Services Task Force. Justice Services may oversee post disposition services offered in St. Croix County, but this is a concept at this point in time. Currently, there is a Diversion DJOC program, three treatment courts, the Day Report Center, pretrial risk assessments, chemical dependency/mental health offender services, and other programs. However, they are all housed in different departments without a common nucleus. RESULT: DISCUSSED 3. St. Croix County Sheriff's Office & Jail Updates Cathy Borgschatz introduced Patrick Hoel, the new Inmate Educator and Program Coordinator in the St. Croix County Jail. He was with the Minnesota Department of Corrections for the past twenty years and specializes in alcohol, drug and mental health Office and jail are currently upgrading their records management system. They hope to have it ready to use by late April. RESULT: DISCUSSED 4. Day Report Center (DRC) JusticePoint Position Update No action on this agenda item. RESULT: NO ACTION Next: 4/14/2021 12:00 PM 5. Division of Community Corrections - Probation & Parole Update Supervisor Mark Lemke said Probation is currently staffed with thirteen agents, but is still short two. Probation was able to continue with a modified version of face-to-face contacts and home visits during COVID. RESULT: DISCUSSED 6. Health & Human Services AODA Assessment Wait Times Update Sharlene Lopez gave an update on AODA wait times. Currently, it is about twenty days, but that can vary depending on type of case. Also gave update on Stabilization Group. There was discussion about how this program can be improved.
