Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting February 16, 2021 12:00 PM Minutes from February 16, 2021 are accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. St. Croix County Circuit Court Operations Update Judge Nordstrand discussed how the courts have been operating on approved plan from last summer. Authorized to operate limited in person appearances now. Limited jury trials - a priority list is made by Judge Needham each month. Judge Nordstrand encourages people to view courtroom 1. Audio/video upgrades are being completed thanks to capital project from county, John Allegro and IT Department. There are large monitors for jury, monitor on each counsel desk, a monitor for witness stand, and monitor for judge. Allows courts to move forward in the use of less paper for trials. Judges feel operations are going as well as can be expected under the circumstances. like to discuss further the scheduling of jury trials. RESULT: DISCUSSED 2. Justice Services Task Force Update The next meeting will take place on April 15, 2021 at 12:00 p.m. The Justice Services Department would include treatment court, aspects of DRC (further discussion needed), CJCC, risk assessment/COMPAS and possibly a TAD grant administrative position. The presentation from La Crosse County at the last meeting was very helpful. The Task Force will hear from Monroe County, WI at the April 15 meeting regarding its Justice Services - upgrading it to a more department head level position to manage all services. The Task Force will adjourn RESULT: DISCUSSED 3. St. Croix County Sheriff's Office and Jail Updates Cathy Borgschatz announced that Justin Johnson has been promoted to field services captain. Pat Hoel has several classes up and running in the jail: Matrix, making for change, GED, trauma support for women, bible study/church groups, and self-management recovery training just to name a few. There was discussion about what the judges want, if anything, after an inmate completes a class. Judge Needham asked for a complete list of classes and the judges will discuss further. RESULT: DISCUSSED 4. Day Report Center (DRC) JusticePoint Position Update Deputy Shelby Larson provided an update of the DRC and Huber programs. Huber has two different distinctions, work release and EHM. Shifting back towards more Huber after more EHM due to COVID. EHM violations now have option to pull back to Huber instead of putting back in jail. Trying to keep participants local. Currently have surplus after delayed reporting due to COVID. Drug testing has increased - using SCRAM and CAM in addition to being on GPS. Setting zones on GPS so immediate notification is received. 160 participants served since March 1, 2020. The jail population averages 80- 85 daily. DRC - Staff is currently in new DRC after moving several times during last year. Increased work load so staff have been looking at different ways of getting case to resolution i.e., warrant requests; bond review hearings instead of bail jumping charges; a case worker through JusticePoint to collect and log drug test results, updates case minutes, profiles. Deputy Larson stated there has also been an increase in public fingerprint demands. Currently, this is only being done for St. Croix County residents. - many do not report. DRC is back to supervision levels as seen in February 2020. RESULT: DISCUSSED 5. HHS -Behavioral Health Updates Sharlene Lopez discussed what can Behavioral Health do to assist the population for individuals who keep testing positive, etc. Possibly intervention with mental health therapist? Behavioral Health is eager to move forward to see how it can help. Tiered stage process in getting back to in person. Need to coordinate with public health. Aiming for May, but now more like early June. RESULT: DISCUSSED 6. CJCC Subcommittee Updates The Substance Abuse Subcommittee and Mental Health Subcommittee will now be combined. Judge Nordstrand will be taking over treatment court in approximately June. Because of this, there may be changes in chairperson assignments for subcommittees in place of Judge Nordstrand. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Bridget from Restorative Justice introduced Darren Kirby as the new director. He replaced Susan Capperelli and started on April 1, 2021. ADJOURN Judge Nordstrand adjourned the meeting at 1:01 p.m. DATE OF NEXT MEETING Tuesday, June 1, 2021, 12:00 p.m., Government Center - County Board room and via Zoom.
