BUSINESS ITEMS
1. St. Croix County Circuit Courts COVID-19 Requirements Update
The Wisconsin Supreme Court lifted all COVID restrictions and shifted the responsibility
for future restrictions back to local counties. Judge Needham spoke with the 10th
District Chief Judge, Judge Boyle and St. Croix County was approved to lift all restrictions
in courts. St. Croix County is back to full jury trial status i.e. no more stacking cases and
using only courtroom 1. Extra cleaning services has also ended. Judges are meeting
later this week to discuss the continued use of zoom for court appearances. The St.
Croix County Jail is still under COVID protocol.

2. Day Report Center Bail/Bond Monitoring Update
The Day Report Center has dramatically cut back testing due to recent staff departures.
DRC has supplemented with one contract worker through JusticePoint (provides pretrial
services throughout the state). The County Board has approved adding a second
contract worker. Treatment court participants, diversion program participants and some
high-risk persons on bond are still being tested.

Witt has requested a position for a pretrial risk assessor. Judge Nordstrand reviews the
presentation from JusticePoint at the Justice Services Task Force meeting last week.

3. Health & Human Services Treatment Services Transition Plan Update
HHS staff will be back in person beginning June 7, 2021. Staff found a lot of clients
benefited from Teletherapy so that will continue with those that want to. Shar Lopez
has connected with Pat in Jail and Theresa at JusticePoint. Two therapists and three
substance abuse counselors that are interested in providing MRT. Shar also talked to
Cathy Borgschatz about training DHS staff working with dangerous clients. HHS staff are
interested in making a stronger connection with justice services.

4. Treatment Alternatives and Diversion (TAD) Grant Update
Deadlines have not been released yet for 2022-2026 grant cycle. It appears there will be
more funding available this time. Discussion held about whether to ask for more
funding or ask for current level. More funding could possibly help with testing at the
DRC. Tina Sitz reviewed current COMPAS numbers. She has completed 85 since Jan 1,
2021. There were a 120 total for last year.

5. Transition of CJCC Criminal Justice Subcommittee Chair Position
Judge Waterman will be taking over the chair position of this committee beginning with
the next meeting.

6. Justice Services Director Position Update
Susan Capparelli has been hired as the new Justice Services Director. This is on the

ANNOUNCEMENTS & CORRESPONDENCE
Cathy Borgschatz announced that Brandie Hart will now be the Special Services Lieutenant. Lt.
Hart will start her new position June 13, 2021. Mark Lemke stated Probation and Parole has
lifted all of its COVID restrictions. They will be back full strength on July 6, 2021. Today is Mike
ADJOURN
