Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting August 17, 2021 12:00 PM RESULT: ACCEPTED \[UNANIMOUS\] AYES: Kristi Severson, Gordon Young, Cathy Borgschatz, Scott Nordstrand, Bob Feidler, Karl Anderson, Sharlene Lopez, Travis Satorius, Craig J. Hooyman, Mike Waterman, Scott Needham, Edward Vlack ABSENT: Laurie Osberg, Kris Anderson EXCUSED: Mark Lemke, Phillip Galli PUBLIC COMMENT None BUSINESS ITEMS 1. Treatment Alternatives and Diversion (TAD) Grant Update The new 2022 TAD Grant was submitted. This is a very competitive cycle and we should know the results of our request in late November. Request is in the amount of $163,584, with a total Budget of $262,046. RESULT: DISCUSSED 2. Judge Waterman confirmed with Kristi Severson. There are currently 1300 outstanding warrants. The idea is to set aside a day where the prosecutor, public defender and court can be available to quash misdemeanor warrants and get the case back on track. Travis Satorius s does not see any harm in trying it. Judge Needham questioned the potential concerns if there are also outstanding warrants in other counties or jurisdictions. Karl Anderson is also interested in it. Travis Satorius requests the court reserve one day in one courtroom. Judge Nordstrand volunteered his time and courtroom. Travis Satorius volunteered as the available public defender. Judge Nordstrand will set up a meeting between Travis Satorius, Karl Anderson, Kristi Severson and himself to come up with a plan and bring it back to the group. RESULT: DISCUSSED 3. Health & Human Services Moral Reconation Therapy (MRT) Transition Update Sharlene Lopez provided a handout and update on Moral Reconation Therapy (MRT). All groups are in person unless extenuating circumstances exist. Information was provided on location, days/times and facilitators. The pre/post testing utilizes free paperwork through TCU CTSF (Texas Christian University - Criminal Thinking Scale Form). The paperwork needs to be branded. Sharlene Lopez is working on that. Meetings are co-ed as there is not staffing to separate by gender. Currently 4-5 participants are from Treatment Court, 1 from Diversion and the remainder referred by Probation and Parole. MRT can also be used for juveniles and trauma. If the ability to add additional groups becomes an option, eventually more focused - gender specific groups could be provided. RESULT: DISCUSSED 4. Update on Justice Support Services Pretrial Staffing & Capabilities The new name of the prior Day Report Center (DRC), is the Justice Support Center. Judge Waterman provided the background on pre-trial assessments and their purpose. The pretrial risk assessment is currently in use. The rest of the plan for addressing risk and needs, requires discussion and approval. Any concerns as we continue to work together toward these changes should be addressed with Susan Capparelli. The work is in progress and will be brought back to the CJCC and County Board. The packet of information regarding the draft of the St. Croix County Pretrial Supervision Plan was reviewed. How we operate in the pretrial stage affects everything along the way. The hope is to get people who want help connected with available resources at the pretrial stage. The ultimate goal is utilizing a Public Safety Assessment (PSA). Shelby Hilden is the Justice Support Center Coordinator. Tina Sitz is the Lead COMPAS Assessor/Pretrial Case Manager. The existing program utilizes the new Center space and reports any major concerns to the Judiciary, DA's Office and Defense. Law Enforcement protocols are in place and forming for high-need responses. This new makeup allows a response utilizes the whole criminal justice and community and HHS resource system. If the defendant wants help and services, the defendant is referred to Behavioral Health. Defendants have the right to say no to pre-screenings and assessing. Judge Waterman requested a walk-through of a high-risk felony case. Tina Sitz explained her role in the process. Shelby Hilden explained who is included in the process and her involvement. Discussion ensued regarding the packet of information on proposed violation and compliance response matrices used to assist in the definition of compliant and non- compliant behaviors and provide a standard suggested response to each. Travis Satorius expressed some concerns with the matrix on a pure bond violation level and whether defendants would be continuously referred for bond violations for positive UA results. Discussion ensued that this was not how pretrial services will operate and only extensive offenses would be referred to the DA's Office.
