BUSINESS ITEMS
1.
Judge Waterman provided an update. Warrant Day is for misdemeanors
only and will be held Friday, January 21, 2022 from 8am to noon. Judge
Nordstrand spoke to County Communications staff, Adam Kastonek,
regarding advertising the event. The plan is to have a second Warrant Day
with a shorter window to allow time to finish cases from the first Warrant
Day. Emily Anderson, DCC, asked how warrants from out of county would
be handled. Karl Anderson will reach out to other counties to see how they
are handling out of county and felony warrants. The details will need to be

worked out before the January 21 Warrant Day. This item will be brought
back at the December meeting.

2. Continued Discussion on Pretrial Services in St. Croix County - Risk Assessing
Susan Capparelli advised that a Pretrial Case Management Specialist for
pretrial services has been hired. Susan Capparelli reviewed the packet and
updated the group with what Tina Sitz and Shelby Hilden use for pretrial
that the DA's Office/ADAs would benefit from understanding what each
assessed area holds and what they are looking for in each individual
assessed. Tina Sitz explained the process she goes through with each
pretrial assessment and how the results are scored. Judge Waterman and
Karl Anderson indicated they would like to see the answers to the questions
so they can see what leads to a high score. The extra data would make it
more helpful for everyone. Bob Feidler is interested in eventually having
the statistical data on the results of the testing, i.e. have defendants been
rearrested, what treatment did they receive etc. St. Croix County in that past
has provided data that is more related to outputs - numbers of UA tests done
in a month, etc. - and Supervisor Feidler thought a more robust picture of
pretrial work might be presented. Discussion was held - continued
discussion in the December meeting.

3. Justice Support Center Testing, Monitor/Response
The Pubic Safety Assessment (PSA) was discussed. We are currently using
the CPMPAS PII for Pretrial Risk. Susan Capparelli emphasized that it is a
process and a commitment as a County to advance our work toward the full
use of the PSA; though readily available as a paper copy to anyone. We are
not there as a County, nor as a Pretrial Program within the JSC; to date, one
staff has been primary on assessing (Tina Sitz), and one staff has been
primary on all other operations (Shelby Hilden). We are working towards it
as a subcommittee and as a department program. When Judge Needham
first requested COMPAS Pretrial II Assessments, we only fulfilled an
assessment. There was not a back end or front end of what each defendant
looked like and what to do with the assessment - Bonds did not correlate.
Each Judge determined what the assessment meant during Intake. We have
slowly integrated a Matrix using the COMPAS and determined by our
staffing capabilities. Once we commit to the PSA, deeper recommendations
may be provided on certain types of monitoring, cash bails, etc. It will help
to assess needs so the defendant does not return to the system. It is case
management work. It will provide a framework for how to measure each
human being. As a county, we have to decide what we want to do as a
commitment to a whole system. This will require working together to create
a system and process. If we adopt the PSA, we have to decide what each of
the boxes means and what it means for the defendant in terms of public
safety. Judge Nordstrand comments on a presentation at the recent District
10 Judges Meeting. He will put Susan Capparelli in touch with the
presenter. Susan Capparelli advised a five year contract with Tyler
will not be lost. They have the capability of turning on the PSA within this
system - it is for scoring purposes only as this automated practice is a
requirement for fidelity. Training on creating various forms and outputs
within this platform are slated for the future.
