APPROVAL OF MINUTES
1. Criminal Justice Subcommittee of the Community Justice Collaborating Council
Regular Meeting December 3, 2019 8:00 AM
Minutes of December 3, 2019 were accepted as presented.

BUSINESS ITEMS
1. Review Subcommittee Membership - PD Office Vacancy
Judge Nordstrand states the Judges have met with Laurie Ostberg, Regional Manager for
the Public Defender's Office, and there still has not been a decision made for the
supervisor's position in the Hudson Office.
RESULT: DISCUSSED
2. CJCC Subcommittee Updates
Mike O'Keefe, CJCC Coordinator, gave updates on each CJCC subcommittee. Fred
Johnson announced his retirement in April, but states he will have his subcommittees
(CJCC Mental Health & Substance Abuse) meet to review goals of each subcommittee.
Judge Nordstrand states he will take over duties as the Treatment Court Judge for Judge
Waterman this summer. Judge Waterman will continue to be the back up Treatment
Court Judge. As progress is made with a Veterans Program another judge will be
assigned.
RESULT: DISCUSSED
3. St. Croix County Veterans Program - District Attorney's Office
Michael Nieskes, District Attorney, gave an update on the Veterans Program
administered by his office. He states there are currently six participants and will be
supervised through a deferred judgment of conviction. Most of the cases so far are
misdemeanors, involve alcohol abuse, and possible symptoms of PTSD. District Attorney
Nieskes states he will continue to work with jail staff on their booking process to identify
veterans as early as possible.
RESULT: DISCUSSED
4. Warrant Resolution Day - St. Croix County
Judge Nordstrand states the Warrants Resolution Day should continue to be an agenda
item, but no action will be taken until positions in the Public Defender's Office are filled.
RESULT: DISCUSSED
5. Discussion on Re-Entry Housing Issues for Offenders in St. Croix County
Mark Lemke, St. Croix County P&P Supervisor, discussed the difficulty in finding housing
for offenders being released from jail or prison. He discussed the current availability of
sober living houses in our area and most of them are owned and operated by Onyx
Sober Living. Mr. Lemke states he can ask his agency for funding to pay for a short stay
(1-2 months) at one of the Onyx Sober living houses. The cost of a placement at Onyx is
approximately $500 per month.

ANNOUNCEMENTS & CORRESPONDENCE
The St. Croix County Public Protection & Judiciary (PP&J) Committee will conduct the annual
tour of the Jail at their next meeting on February 7, 2020.
