BUSINESS ITEMS
1. Discussion of Proposed Guidelines for Reopening In-Person Court Appearances
(non-action item)
The Hon. Scott J. Nordstrand gave an update on progress being made to reopen courts
for in-person appearances and jury trials. Currently there are no in person court
appearances allowed, all are conducted through the Zoom meeting platform. Chief
Judge Needham is working with other county stakeholders to develop a plan for jury
reengagement. The plan must be approved by Chief Judge Boyle, 10th Judicial District.
RESULT: DISCUSSED
2. Sheriff's Office Updates - Jail Remodeling Project
Chief Deputy Cathy Borgschatz, St. Croix County Sheriff's Office, gave an update on the
status of the Jail special need cells remodeling project. She states there is a projected
completion date of October - November 2020. Chief Deputy Borgschatz gave an update
on staffing changes in the Sheriff's Office due to COVID-19. Patrol/Dispatch/Jail staff are
working twelve hour shifts in teams to restrict contact with others. Office staff are
rotating time in the office to limit the number of people in the administration areas. The
Day Report Center (DRC) is conducting drug testing at the New Richmond Services
Center and seeing people in the large conference rooms. They have also placed people
on electronic monitoring, sixty on SCRAM, thirty GPS, and seventeen GPS/Huber. The
DRC staff will return to Hudson on June 15, 2020 to resume operations with COVID 19
restrictions in place. District Attorney Michael Nieskes states he is rotating staff in his
office by having two or three attorneys in the building at one time, as well as four
support staff. All others are working remotely. This plan is in place through September
2020, but could remain in effect until the end of the year. Laurie Osberg, Regional
Attorney Manager, Public Defender's Office, states she is seeking to fill a management
position in the Hudson Office. Clients are allowed to come into the office, but this is
restricted to appointments and there are currently two on call attorneys, the rest are
working remotely. She states many clients do not have a phone or place to live so
accessing a Zoom meeting is difficult. Mark Lemke, Supervisor, Division of Community
Corrections, states his office is following the State of WI Bounce Back Program and 25%
of his staff are in the office at one time. Agent staff are still making contact with
offenders via Zoom, Face book, etc. They will see people with appointments and are
seeking out of custody revocations in certain cases. Kristi Severson, Clerk of Circuit Court,
states her staff have been full time since May 1, 2020 because it is difficult for them to
work remotely. She states office staff are following all CDC recommendations, but
daycare issues is a concern.

3. Review CJCC Criminal Justice Subcommittee Goals
Bob Feidler asked if St. Croix County has a plan in place if we have disruptions in our
area. Chief Deputy Borgschatz states that yes, there is a plan in place to address any
issues and we did not have any credible threats in our area. She states there is a
coordinated effort at the County/ local level to share resources if necessary and
communicate in an effective and timely manner.
