Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting June 2, 2020 8:00 AM Minutes for June 2, 2020 are accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Onyx Sober Living Presentation Julie Smith, Onyx Sober Living, gave a presentation on the number of sober living houses they are operating in the area. She states this is a self funded program and the houses are privately owned by her and Jim Giossi. These are not Community Based Residential Facilities (CBRF) and the cost to stay is $550 per month. There are house rules and expectations that residents must follow to live at one of the sober living houses. The sober living houses have a zero tolerance substance use policy for all residents. Ms. Smith answered questions from other members of the subcommittee about future plans for expansion of beds into Polk County and other areas in St. Croix County. RESULT: DISCUSSED 2. Jury and In-Person Court Reengagement Process Update Judge Nordstrand and Judge Needham gave an update on the progress being made for jury and in-person court reengagement in the St. Croix County (SCC) Circuit Court. RESULT: DISCUSSED 3. St. Croix County Day Report Center Update Chief Deputy Cathy Borgschatz gave an update on the current status of the Day Report Center (DRC). She states they are currently at capacity for UA testing and they are looking into options to address this issue. RESULT: DISCUSSED 4. Wisconsin County Pre-Trial Risk II Assessment Update Mike O'Keefe gave an update on the COMPAS WI County Pre-Trial II Risk Assessment that is currently being used in the bail/bond review system for felony level cases in St. Croix County (SCC) Circuit Court. He states the COMPAS WI County Pre-Trial II Risk Assessment is a validated assessment tool, but it requires the assessor to meet with defendants to ask them about their residential history and current employment status. O'Keefe states the following information is reviewed in determining a risk score that will indicate whether an individual is likely to appear at future court hearings and engage in criminal conduct while on pre-trial release (1. Current Offense and Violent History, 2. Number of pending or open cases where a court date has been established, 3. Most serious current offense, Felony or Misdemeanor, 4. How many jail sentences over 30 days or more, 5. How many failure to appear in past 2 years, 6. How many times arrested with a new crime while on pre-trial release, 7. Does defendant have a history of drug abuse (do not include alcohol), 8. How long have they lived at current residence, 9. Current employment status FT or PT.) O'Keefe states most of this information is static and can be verified through a criminal history review. He states as with any assessment professional judgment should be used in making a final decision. RESULT: DISCUSSED 5. CJCC Subcommittee Updates Mike O'Keefe states that a summary of each CJCC Subcommittee is included in this packet. RESULT: DISCUSSED 6. Court Appointed Special Advocates (CASA) Update Judge Nordstrand gave an update on the status of the Court Appointed Special Advocates (CASA) program for St. Croix County (SCC). He states we should have a local supervisor onboard in December 2020 or January 2021 to start serving children. RESULT: DISCUSSED 7. Sheriff's Office Updates Chief Deputy Cathy Borgschatz gave updates on the Sheriff's Office building projects. She discussed the special needs cells in the Jail and the Day Report Center expansion projects. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Any requests for future agenda items should be forwarded to Mike O'Keefe and he will forward to Judge Nordstrand for approval. ANNOUNCEMENTS & CORRESPONDENCE District Attorney Michael Nieskes states his office is still having some employees working remotely. This limits the number of people in the office and this is on a rotation basis. Laurie Osberg, Regional Manager for the Office of the State Public Defender, states she is attempting to hire a supervisor in the Hudson Office.
