Regular Meeting August 4, 2020 12:00 PM
Minutes of August 4, 2020 were accepted as presented.

BUSINESS ITEMS
1. Wisconsin County Pre-Trial Risk II Assessment Update
Mike O'Keefe, CJCC Coordinator gave an update on the current status of pre-trial risk
assessments. Michael Nieskes and Laurie Osberg made comments about the use of
assessments.
RESULT: DISCUSSED
2. Treatment Alternative Program (TAP) Discussion
Kristin DePrey, AODA Supervisor, gave an update on the application for the Treatment
Alternative Program (TAP) grant. The amount of the grant is $225,000 annually and
would assist with funding for a Driving With Care treatment program for OWI offenders.
Michael Nieskes made comments on the TAP program and ability of people to access a
program of this type. He also made comments about the ability of people to pay for
treatment and it may make more sense to get them into a sober living placement. Laurie
Osberg asked about a CCS Program and Kristin DePrey states we do have one in place.
Ms. Osberg asked who is eligible to use TAP funding and what kind of Intensive
Outpatient Treatment program we have in place. Ms. DePrey states the grant would give
us 8 staff to provide services, we now have 7 AODA counselors. Judge Nordstrand
commented on the cost of treatment in MN under rule 25. He believes the ability to pay
is an issue and Ms. Osberg asked if we can intervene at the point of bail to address some
of these issues.

3. WI Hub and Spoke Health Homes Discussion
Bob Rohret, HHS Director gave an update on the Hub and Spoke Health Homes model in
WI. He states we should look at moving addiction into the healthcare system and treat it
as a disease using the ASAM screening tool. Judge Nordstrand states we should all be
working together to understand what services are available to defendants. He also
states Medicaid should be available.
