1. Criminal Justice Subcommittee of the Community Justice Collaborating Council
Regular Meeting October 6, 2020 12:00 PM
Minutes from October 6, 2020 are accepted as presented.

PUBLIC COMMENT
BUSINESS ITEMS
1. St. Croix County Circuit Court Operations Update
operational plan due to the rise in COVID in the area. Jury trials not statutorily required
(i.e. speedy demand, in custody) will be rescheduled. This will be revisited after January
1, 2021.
RESULT: DISCUSSED
2. District Attorney's Office Updates
Karl Anderson will be sworn in as District Attorney on January 4, 2021. The office is
currently one Assistant District Attorney (ADA) down. A new ADA will begin on January
4. Currently ADAs are rotating being in the office and working remotely on a week
on/week off basis. This will be re-evaluated after the holidays.

3. Office of State Public Defender Update
Laurie Osberg provided an update. The office is currently short staffed and still looking
for an attorney manager. A new attorney started in September, Steven Liening. Further
discussion about the backlog on assigning attorneys to cases.

4. Day Report Center Position Update - CJCC
Discussion of a new civilian position at the Day Report Center (DRC) to assist with drug
testing. This would be funded through the Treatment Alternatives & Diversion (TAD)
grant, county funds and treatment court funds. Also discussion was held about getting
individuals into treatment as soon as possible. Health & Human Services is in agreement
with this.

5. Pre-Trial Risk Assessments and Review Report from Office of Court Operation
November 2020
Discussion about implementing public safety assessments. Eau Claire County has started
a soft roll out of this. Dane County has implemented. St. Croix County will work towards
getting on board in the future.

6. Discuss Systems Mapping Process
RESULT: DISCUSSED
7.
Patrol Lieutenant Jason Sykora will be transferring to the Court Services Unit.
Investigator Chuck Coleman will be taking the patrol lieutenant position beginning
December 27, 2020.
