APPROVAL OF MINUTES 1. Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting February 12, 2019 11:30 AM Minutes stand approved as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC Criminal Justice Subcommittee Membership Review Judge Nordstrand reviewed the current subcommittee membership list and a motion to add Chief Gordon Young, River Falls Police Department, was made by Cathy Borgschatz, seconded by Phillip Galli, motion carried unanimously. Judge Nordstrand would like to invite local legislators to future meetings. RESULT: DISCUSSED 2. Critical Incident Technique (CIT) Training Update Mike O'Keefe, CJCC Coordinator, states he is working with Chris Drost, Jail Captain, to find information on the Crisis Intervention Technique (CIT) training that was previously held at the Government Center. RESULT: DISCUSSED 3. Day Report Center Update Judge Nordstrand reviewed the bond language for the Day Report Center (DRC). Deputy Shelby Larson gave a presentation on the DRC and answered questions from subcommittee members. RESULT: DISCUSSED 4. Veterans Justice Outreach Program Mike O'Keefe, CJCC Coordinator, gave an update on the potential to start a veteran's outreach program with the Minneapolis VA. He states there are approximately 5,300 veterans in St. Croix County and at any given time 2-3 are involved in the criminal justice system so trying to sustain a formal Veteran's Court is probably not feasible. Developing a less formal program would still result in getting assistance for these veterans as they process through the justice system. The representative from the VA, David Holewinski is willing to give a presentation to this group or the full CJCC Council. Judge Nordstrand reminded the group that we need to move the next meeting to June 4, 2019 because he will not be available the following week. RESULT: DISCUSSED 5. Update on CJCC Mental Health Subcommittee Goals Fred Johnson, Chair, CJCC Mental Health Subcommittee gave an update on goals for his group. They are currently working on regional needs for emergency detention beds (18 counties). Steve Kirt is working on medical clearance needs and crisis services grants to include Tele-Health. The statewide emergency detention bed needs study is based upon the needs of the state and not regional. Fred states continued crisis intervention work needs to continue with Tele-Health, Crisis Intervention Technique(CIT) training, and mental health needs in the jail.
