Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting April 9, 2019 8:00 AM Minutes of April 9, 2019 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Subcommittee Membership Review Sheriff Knudson has requested that Chief Deputy Cathy Borgschatz take his place on this Subcommittee. Chief Gordon Young makes a motion to place Cathy Borgshcatz on the Criminal Justice Subcommittee in place of Sheriff Knudson, Mark Lemke seconds, motion carried unanimously. RESULT: DISCUSSED 2. Review Time of Meetings Discussion was held on the time of meetings and we will continue to meet at 8:00 a.m. RESULT: DISCUSSED 3. Critical Incident Technique (CIT) Training Update Chief Deputy Cathy Borgschatz reported the Sheriff's Office has applied for a $20,000 grant from the WI Department of Justice (DOJ) to support Crisis Intervention Technique (CIT) training. It might be a good idea to make this a future line item in the Sheriff's Office budget. RESULT: DISCUSSED 4. Review Veteran Justice Outreach Program Material District Attorney Michael Nieskes is going to meet with the District Attorney from Washington County, MN, to view their Veteran's Program. RESULT: DISCUSSED 5. Driver Safety Plan, Fees, and OWI Assessment Wait Times Discussion Judge Nordstrand discussed the current fee structure for AODA assessments and states it is difficult for people to raise the $272. Fred Johnson, Steve Kirt and Corporation Counsel met and will provide an update on fees. Assessment wait times will be placed on the Health and Human Services Board for review. Steve Kirt discussed how assessment fees are structured and what impacts the actual cost of performing this service. RESULT: DISCUSSED 6. Crime Data Analyst Update and DRC Statistics Mike O'Keefe announced that Kevin Hamlin, Crime Data Analyst resigned approximately 2 weeks ago. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS 1.) Misdemeanor warrants, 2.) Huber Fees, 3.) Emergency Detention Bed ANNOUNCEMENTS & CORRESPONDENCE Bob Feidler commented on the Law Enforcement Memorial presentation at the Hudson High School in May, 2019.
