APPROVAL OF MINUTES 1. Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting June 4, 2019 8:00 AM Minutes of June 4, 2019 were accepted as presented by Judge Nordstrand. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Crisis Intervention Technique (CIT) Training Update Cathy Borgschatz, Chief Deputy, SCC, reported that next week there will be a Crisis Intervention Technique (CIT) training held at the Government Center. The trainers will be using conference rooms and it may be loud at times. In this round of training 30 officers will be certified. RESULT: DISCUSSED 2. Veterans Program Update Discussion was held on the proposed Veteran's Program which will attempt to identify eligible veterans entering the criminal justice system and attempt to connect them to services offered by the Veteran's Administration as soon as possible. District Attorney Michael Nieskes states it may take 30-60 days to get a program like this operational. Judge Nordstrand suggests preparing a press release to make people aware of a program like this. RESULT: DISCUSSED 3. Day Report Center (DRC) Statistics Review Deputy Mike Kahler gave an update on the number of UA tests currently being administered by the Day Report Center (DRC) and that the compliance rate is near 90% and only a small number of individuals account for the majority of bail jumping charges. Mike O'Keefe, CJCC Coordinator, reported that Washington County, MN, purchased an ocular drug testing machine. It reads the pupils of the offender and then indicates if further testing is required. This has significantly cut down on the number of UA tests and offenders are processed in a short period of time. RESULT: DISCUSSED 4. Huber Fee Report Review Chris Drost, Jail Captain, passed out a list of state Huber and associated jail costs. Discussion was held and determined that SCC does not have the highest Huber costs. Captain Drost states they are looking at placing eligible inmates out on home monitoring to help alleviate any overcrowding issues in the jail. Judge Nordstrand asks if there are next steps for this Subcommittee with respect to fees. Chief Deputy Cathy Borgschatz states that a discussion about fees should take place. RESULT: DISCUSSED 5. Review Misdemeanor Warrants Process Judge Nordstrand brought up for discussion the topic of having a warrants day in St. Croix County (SCC). A warrants day has been used in a few counties in District 10 in an attempt to get people with outstanding warrants back in good standing with the court system. Discussion was held about the logistics of an event like this and potential issues if people do not comply with future court dates when they know something like this is available to them. Judge Nordstrand states he has discussed this with some of his colleagues in other counties and they had favorable outcomes so it might be worth looking into for SCC. He states we will place this on the next agenda and see if we can get more specific information on it. RESULT: DISCUSSED 6. Update on AODA Assessment Wait Times Fred Johnson, Director, HHS Department, states they have allocated another staff person to complete intoxicated drivers assessments. We are also looking at the number of people on wait lists each Friday and we are making progress towards the 14 day target. Mr. Johnson indicated they will continue to monitor this and it is also being monitored by the HHS Board. Judge Nordstrand states the HHS Board addressed the fees for assessments and decided to keep the current fee schedule in place. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS 1.) Veteran's Program, 2.) Warrant Process, 3.) AODA wait times. ANNOUNCEMENTS & CORRESPONDENCE Mark Lemke cannot attend the next meeting.
