Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting September 3, 2019 12:00 PM Minutes of September 3, 2019 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Veterans Program Update District Attorney Michael Nieskes discussed the progress being made with the development of a Veteran's Program in St. Croix County. He states there haven't been any veterans to date, but he is working with Phil Landgraf, County Veterans Service Officer (CVSO), to develop a way to identify and refer veterans as early as possible. RESULT: DISCUSSED 2. Update on Intoxicated Drivers AODA Assessment Wait Times The Hon. Scott J. Nordstrand gave an update on the wait times for AODA Assessments for OWI drivers license safety plan referrals. He states the Judges met with Health and Human Services staff and they reported wait times are down to a month with the expectation it will be at the target of 14 days by the end of October. RESULT: DISCUSSED 3. CJCC Subcommittee Updates Mike O'Keefe gave a summary of the work being done by other CJCC Subcommittees. The St. Croix County Circuit Court and CJCC DV/Family Issues Subcommittee is sponsoring a training on November 14th at the Faith Community Church. The topic of the training is the Neurobiology of Trauma with Domestic Violence. The CJCC Mental Health Subcommittee continues to address the need for emergency beds in our area. The CJCC Substance Abuse Subcommittee is working on a survey in an attempt to define the needs in St. Croix County(SCC). The Court Appointed Special Advocates (CASA) grant that SCC applied for was turned down so we are now going to develop a steering committee to address this need. RESULT: DISCUSSED 4. Warrant Amnesty Day Review and Update The Hon. Scott J. Nordstrand continued the discussion from the last meeting about the potential for a warrants resolution day for St. Croix County. Kristi Severson, Clerk of Circuit Court contacted Douglas and Burnett County to find out how they conducted an event like this. She states Burnett County published it in the local newspaper and there was some success in closing cases or canceling warrants. Judge Nordstrand would like this brought back at the next meeting for further discussion by the group.
