1. Criminal Justice Subcommittee of the Community Justice Collaborating Council
Regular Meeting October 1, 2019 8:00 AM
Minutes of October 1, 2019 meeting were accepted as presented.

BUSINESS ITEMS
1. 2020 TAD Grant Update
Mike O'Keefe, CJCC Coordinator announced the funding for the 2020 Treatment
Alternatives and Diversion (TAD) grant has been approved by the WI Department of
Justice (DOJ). St. Croix County (SCC) has been awarded $154,500 for fiscal year 2020 and
this will fund a 1.0 FTE Diversion Program Case Management Specialist in the District
Attorney's Office and a 1.0 FTE COMPAS Assessor/Treatment Court Support Worker.
There are also funds available to provide supplies for Moral Reconation Therapy (MRT)
groups and UA testing for Diversion defendants.
RESULT: DISCUSSED
2. CJCC Subcommittee Updates
Mike O'Keefe, CJCC Coordinator gave an update on the DV training held on November
14, 2019 at Faith Community Church in Hudson WI. The name of the training was The
Neurobiology of Trauma-Domestic Violence and was sponsored with SCC Court funding.
Approximately 100 people were in attendance for this 5 hour training session. The
trainers for this event was the Hon. Shaun R. Floerke, Duluth, MN and Dr. Chris Wilson,
Portland, Oregon. Chief Young, RFPD, gave an update on issues being addressed by
the CJCC Mental Health Subcommittee. He states they are looking into the possibility
with the State of WI -HHS of developing Intensive Residential Treatment Services
(IRTS) in this area. Minnesota uses this model and it would free up hospital beds.
State and local legislators are also looking for solutions to the lack of enough
emergency detention beds in our geographic area.

3. Veterans Program Update
Lisa Multhauf, Diversion Supervisor, states they have a system in place to serve veterans
and forms are currently being developed. One problem area is how to identify veterans
as soon as possible. The County will acquire a new Records Management System (RMS)
in 2020 and this should help with this process. Judge Nordstrand states all Judges have
met and decided to designate Branch I as the Veteran's Program Judge. Ms. Multhauf
states she will make recommendations as this process develops, get resources from
other counties, and observe other programs.

4. Review Wait Times for AODA Assessments - Driver Safety Plans
Judge Nordstrand updated the subcommittee on current wait times for AODA
Assessment for Driver Safety Plans. He states the HHS staff has made significant
progress in getting the wait time down to 14 days or less. HHS is experiencing staff
shortages which may affect this issue in the future.

5. Review Potential for a Warrant Resolution Day - St. Croix County
Judge Nordstrand states a warrant resolution day is still possible in the spring. Discussion
was held about flyers produced by other counties and how they handled this process.

REQUEST FOR FUTURE AGENDA ITEMS
Mark Lemke, Division of Community Corrections Supervisor asked if this group could look at
housing needs for offenders in the county as it relates to reentry issues. Other requested
agenda items; Veterans Program update and Warrant Resolution Day.
ANNOUNCEMENTS & CORRESPONDENCE
Phil Landgraf, County Veteran Service Officer (CVSO) announced there will be a dedication
ceremony for a Veterans Wing at the Hammond Health Services Heritage Court on January 29,
2020 at 2:00 p.m.

Judge Nordstrand adjourned the meeting at 8:54 a.m.
