1. Criminal Justice Subcommittee of the Community Justice Collaborating Council
Regular Meeting November 14, 2017 11:00 AM
The minutes of November 14, 2017 were accepted as presented.

PUBLIC COMMENT
BUSINESS ITEMS
1. Day Report Center Update
Discussion was held surrounding current data from the Day Report Center. Mike Kahler,
Day Report Center (DRC) Corrections Officer presented a statistical summary of the
DRC (March 31, 2017 - December 31, 2017) to the Subcommittee. Discussion was held
on the increase of Bail Jumping charges and if there are any strategies to lower this
number.
RESULT: DISCUSSED
2. COMPAS 4th Qtr Report - Treatment Alternatives & Diversion (TAD) Grant
Mike O'Keefe, CJCC Coordinator, presented a summary of Correctional Offender
Management Profiling for Alternative Sanctions (COMPAS) Assessments in Quarter 4,
of the Treatment Alternatives and Diversion (TAD) Grant/WI Department of Justice.
The majority of assessments being completed by the COMPAS/Court Assessor, Michele
Zilka, are referrals from the District Attorney's Office/Diversion Program.
RESULT: DISCUSSED
3. CJCC Subcommittee Updates
Mike O'Keefe, CJCC Coordinator gave an update on the progress and current issues of
each CJCC Subcommittee. He referred to a handout that was part of the agenda packet.
RESULT: DISCUSSED
4. CJCC -Criminal Justice Subcommittee Meeting Schedule 2018
Discussion was held on the current meeting schedule for this Subcommittee. Given the
number of meetings and time commitment Judge Lundell stated effective February 13,
2018 this Subcommittee will meet every other month. We will have meetings in 2018 on
the 2nd Tuesday at 11:00 a.m., in February, April, June, August, October, and December.
RESULT: DISCUSSED
5. Crime Data Analyst Introduction - Kevin Hamlin
Judge Lundell introduced Kevin Hamlin, the newly hired Crime Data Analyst to the
Subcommittee and stated this is a shared position between the St. Croix County Sheriff's
Office and CJCC. Kevin is currently being trained on systems within the Justice System
and once he is up to speed he will be working on more specific issues. Mr. Hamlin
addressed the Subcommittee and discussed his background and readiness for this
position.
RESULT: DISCUSSED

Future Agenda Items; 1.) Video Conferencing for certain types of hearings. ( Kristi Severson &
Brent Standaert), 2.) Breakdown on hearings ( Michael Nieskes). 3.) Crime Data Analyst Update
- standing agenda item.

The meeting was adjourned at 11:40 a.m. by Judge Lundell.
