R. Michael Waterman, Mike O'Keefe, and Michele Zilka. APPROVAL OF MINUTES 1. Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting January 9, 2018 11:00 AM The minutes from the January 9, 2017 CJCC Criminal Justice Subcommittee meeting was accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC Subcommittees Updates Mike O'Keefe, CJCC Coordinator, gave a summary of activities of each CJCC Subcommittee. He states subcommittees continue to meet on opposite months of CJCC Council meetings. RESULT: DISCUSSED 2. Video Conferencing for Hearings Discussion was held about the types of video conferencing hearings that could be held for people outside of St. Croix County. This item will eventually be studied by the Crime Data Analyst, Kevin Hamlin. A preliminary benchmark of reducing transportation costs by 10% for Emergency Detention hearings was discussed. RESULT: DISCUSSED 3. St. Croix County Day Report Center Update Mike Kahler, Corrections Officer, Day Report Center (DRC) and Tamara Mark, Corrections Officer (CO), DRC presented a statistical summary of the DRC for the month of January 2018. They noted that we still maintain a high compliance rate for defendants on bail/bond conditions through the DRC. CO Kahler and CO Mark discussed strategies for improving compliance rates at the DRC and although it is technically not the purpose of the DRC assisting people that may need AODA treatment remains a priority. Discussion was held on strategies being implemented by Behavioral Health staff at the Service Center to address this issue. RESULT: DISCUSSED 4. Crime Data Analyst Report Kevin Hamlin, Crime Data Analyst states that he is in the initial stage of a study of the Day Report Center (DRC). He states this will be a comprehensive report and will take some time to produce it. Mr. Hamlin will keep the Subcommittee apprised of his progress on this report. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Future agenda items; 1.) Day Report Center, 2.) Crime Data Analyst Report.
