CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD June 11, 2002 The St. Croix County Health and Human Services Board met on June 11, 2002 at the St. Croix County Health and Human Services/Health Center complex. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Thursday, June 27, at 8:30 AM. ANNOUNCEMENTS: Borup distributed a resolution from Ozaukee County regarding a complaint to the Governor's office for mandated mental health services for $374,000 for State institutions and the county getting zero State monies. Berenschot is the chair of the W-2 Steering Committee. Nominations for the W-2 Steering Committee will be forwarded to the County Board Chair for appointment. Berenschot said the committee will have two meetings a year rather than four. Dorsey said Finance Committee is scheduled to meet on June 12 and asked Berenschot to attend this meeting as he is not able to attend. Two clients with a total of 30 days at $40.00 per day. Borup said we are waiting word from the arbitrator regarding social worker contract. Swenson questioned if step increases would influence the figures listed and Borup said we didn't calculate these numbers but guessed they could change up to 10%. Estimated costs for 2002 are $95,000 to $110,000. To be on budget, percentage should be 33.33% St. Croix County Health and Human Services Board Page 6 June 11, 2002 PERSONNEL ISSUES: Part-time van driver for St. Croix Industries: St. Croix Industries requested an additional part-time vehicle driver position for 2003 to transport wheelchair clients. Eichstaedt said the position would be funded through St. Croix Industries which is approximately 10% County funded. Motion: A motion was introduced by Berenschot, seconded by Burri, and unanimously adopted: That the Board approves an additional part-time vehicle driver position for St. Croix Industries for 2003. Mental Health/AODA Clinical Services Supervisor: A request is made to reclassify this position due to additional new State certification requirements for the position. Motion: A motion was introduced by Wentz, seconded by Olson, and unanimously adopted: That the Board approves the reclassification request for the Mental Health/AODA Clinical Services Supervisor position and the request be forwarded to the Hay Committee for review. The following requests for reclassification: Reproductive Health Clerk/Receptionist to a Reproductive Health Program Assistant, Lead Public Health Nurse, and Economic Support/W-2 Supervisor positions were postponed until the 06/27/02 Health and Human Services meeting. Wentz questioned why personnel records have to be kept in Hudson and not in New Richmond for staff that are located in New Richmond. ECONOMIC SUPPORT/W-2 PROGRAM REPORT: Borup said W-2 caseloads are down significantly across the State. Squyer distributed a report of Economic Support/W-2 caseloads for the last three months. There are a total of 135 W-2 cases with only 6 W-2 cases that receive money payments. Of that number there are 105 child care cases, which the State pays for child care and many times clients have a co-pay for child care. Squyer reported the elderly, blind and disabled caseload total is 716. These are under the Income Maintenance Program. All programs have different income and asset limits. Squyer said food stamps are not a welfare program but considered a nutrition program. Squyer reported a Job Club is held every Friday morning at 9:00 AM. Clients learn to write resumes. The resource room has local papers containing employment ads and also resource books are available. Medical payments are made for life threatening circumstances under General Relief. Squyer said the General Relief program will be reimbursed monies spent as most clients have been eligible to be disabled and qualify for Medical Assistance. From November through April, General Relief pays $160 for shelter for homeless persons. Also reported the venison Project is complete for this season and over 7,000 lbs. of venison were distributed through the department this year. NURSING HOME: Nursing Home census is 90. The Wipfli report was presented to the Nursing Home Management Audit Committee today. It will be presented to the full County Board on June 18. The subject is scheduled on the agenda at 7:45 PM. Extensive information was presented in the report and will be presented to the rest of the Board on June 18. A copy of the report will be sent to Dorsey, Craig and Johnson-Schmidt. St. Croix County Health and Human Services Board Page 7 June 11, 2002 2003 BUDGET PROCESS: Borup reported 2003 will be a difficult budget process. Finance has set a 4% goal for the levy increase. He said health insurance increases estimated at 13.5%. There may be possible State shared revenue cuts and new levy limits imposed by the State Budget Bill. Dorsey asked if there were any other issues to bring before the Board. Motion: A motion was introduced by Wentz, seconded by Berenschot, and unanimously adopted: that the meeting be adjourned.
