R. Michael Waterman, Kevin Hamlin and Mike O'Keefe. APPROVAL OF MINUTES 1. Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting February 13, 2018 11:00 AM PUBLIC COMMENT BUSINESS ITEMS 1. Review Criminal Justice Subcommittee Membership Discussion was held on membership for the Criminal Justice Subcommittee. At issue is whether or not our newest member, Bob Feidler, should resign from the CJCC Criminal Justice Subcommittee because he was recently elected to the St. Croix County Board of Supervisors. Judge Lundell states this matter should be referred to the CJCC Executive and Bylaws Subcommittees for review and recommendation, but at this time Mr. Feidler will remain a member of this Subcommittee. RESULT: DISCUSSED 2. St. Croix County Day Report Center Update Judge Lundell discussed the issue of offering a remote Day Report Center (DRC) location for defendants required to do UA testing as a condition of bond. He states it should be located in the center of the County so it is accessible to defendants. District Attorney Michael Nieskes suggested utilizing space at the New Richmond Police Department for this purpose. Lieutenant Brent Standaert, St. Croix County Sheriff's Office, states that our focus should be on developing a protocol to assist defendants in getting admitted to Stabilization groups at the Service Center. RESULT: DISCUSSED 3. St. Croix County Sheriff's Office Crime Data Analyst Report Kevin Hamlin, Crime Data Analyst (CDA), St. Croix County Sheriff's Office & CJCC, updated the Subcommittee on current projects that he is working on. He states that he has completed a one year study of the Day Report Center (DRC). RESULT: DISCUSSED 4. Misdemeanor Jury Trial Costs Judge Lundell discussed the cost of holding a misdemeanor jury trial, specifically for a Class B Misdemeanor case. He asked Kevin Hamlin, Crime Data Analyst, to study this and the cost to hold a one day jury trial for a Class B Misdemeanor is approximately $2,300 to the taxpayer. District Attorney Michael Nieskes states this situation might occur two times a year and is not a significant issue, but it is an aggravation because it is a block of time where other matters could be scheduled for review.
