Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting September 12, 2017 11:00 AM PUBLIC COMMENT Hon. R. Michael Waterman reported on the OWI training that took place in Duluth, MN. He states that 15 - 20% of high level alcoholics do not respond to traditional treatment methods. An OWI track within the Adult Drug Court would channel services for these individuals. There are questions to be answered as to who will pay for monitoring and testing for these individuals. These issues will be discussed at the November 9, 2017 CJCC Treatment Courts oversight subcommittee meeting. BUSINESS ITEMS 1. Day Report Center Update Michael Kahler reviewed statistics for the Day Report Center (DRC). To date we have had over 7000 contacts in person or by telephone. The current workload is manageable, but difficult. On Saturdays we usually see from 30 to 50 defendants. At times we have to pull staff from the Jail to assist. The Hon. Eric J. Lundell states we should only send felony level cases to the DRC and cutting back on testing is a good incentive when defendants have negative test results. Tamara Mark discussed oral fluid testing and DNA samples. Last month the DRC completed 45 DNA samples and are now using a new kit that will make the process easier and faster. RESULT: DISCUSSED 2. OWI Protocols Review This will remain an ongoing issue for this subcommittee. RESULT: DISCUSSED 3. AODA Treatment Options - St. Croix County The CJCC Substance Abuse/Trauma Informed Care subcommittee is working on identifying AODA treatment options in our area as well as gaps in services and how to address these. They can report back to this subcommittee with findings. RESULT: DISCUSSED 4. Human Trafficking Chief Deputy Cathy Borgschatz gave a brief overview of this issue in our area. She stated this issue seems to be more prevalent in Washington County, MN, but is migrating into our area also. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS 1.) Adult Drug Court Updates, 2.) Day Report Center Updates, 3.) Crime Data Analyst Position Update ANNOUNCEMENTS & CORRESPONDENCE Brandi Hardt is the new Sergeant to replace the vacancy left by Brent Standaert. Chief Deputy Cathy Borgschatz discussed staffing issues with investigators and training needs for the next six months. The Crime Data Analyst position recruitment process has been extended to October 22, 2017. ADJOURN Judge Lundell adjourned the meeting at 11;48 a.m..
