APPROVAL OF MINUTES 1. Criminal Justice Subcommittee of the Community Justice Collaborating Council Regular Meeting October 10, 2017 11:00 AM Minutes from October 10, 2017 are accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Drug Court Update - OWI Track Michael Nieskes, District Attorney(DA), gave an update on the progress of implementing and OWI track within the current Adult Drug Court Program structure. He states currently only certain types of Operating While Intoxicated (OWI) cases are sentenced to prison and he has designated an Assistant District Attorney (ADA) to deal with these. Sarah Yacoub asked about victims issues and if we could study the impact of crashes. Michael Nieskes, DA, states we are looking at utilizing the Impaired Drivers Assessment (IDA) to measure the risk posed by an OWI offender. Judge Lundell states it is not a good idea to send OWI offenders to the Dodge Correctional Institution because mixing them with that population isn't consistent with rehabilitation. He states the system should look at workhouses that are located locally and allows for treatment and work release while incarcerated. RESULT: DISCUSSED 2. Day Report Center Update Mike Kahler, Corrections Officer, Day Report Center (DRC) gave a presentation about the current status of the DRC. He went over the numbers of defendants that are reporting, missed UA tests, positive tests, negative tests and overall reporting requirements. Brian Smestad, Attorney Manager, State Office of Public Defender asked who pays for the cost of a UA confirmation test and Mike Kahler states the defendant is responsible. Mr. Kahler also states no warrants are issued for non payment of UA tests. Mr. Smestad asked if there is an acquittal or dismissal of charges would the money for tests be refunded. Sarah Yacoub asked if it is possible to use the DRC for Diversion or Probation & Parole (P&P) offenders. Mark Lemke, P&P Supervisor, states funding is not available, but it may be possible in the future. Michael Nieskes, DA, made comments about the number of UA test, methamphetamine vs THC. RESULT: DISCUSSED 3. Impaired Driver Assessment - COMPAS Update Mike O'Keefe, CJCC Coordinator, states the Impaired Driver Assessment (IDA) has not been released by the WI Department of Corrections. There has been a delay in the online training set up and will probably not happen until Summer 2018. RESULT: DISCUSSED 4. Crime Data Analyst Position Review Sheriff Scott Knudson gave an update on the Crime Data Analyst position. He states if everything goes according to plan we should have someone on board by the end of the year. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS 1.) Electronic monitors, 2.) Day Report Center.
