CALL TO ORDER
This February 16, 2017 meeting of the Community Justice Collaborating Council (CJCC)-
Mental Health Subcommittee was called to order by Chair Fred Johnson at approximately 8:00
AM.

APPROVAL OF MINUTES
1. Mental Health Subcommittee of the Community Justice Collaborating Council Regular
Meeting December 13, 2016 8:00 AM
Chair Fred Johnson asked if after review of the December 13, 2016 minutes if there was a
need for any additions, changes, or other updates. With nothing noted a motion was made
by Captain VanSomeren to approve the minutes as submitted and was seconded by Chief
Richert. A voice vote was taken and all approved.

Chair Fred Johnson opened the meeting to public comment for items on or off the agenda. No
public comment.
BUSINESS ITEMS
1. Community Justice Collaborating Council Mental Health Subcommittee Membership
Chair Fred Johnson shared that the Community Justice Collaborating Council (CJCC)
bylaws have been updated and now allow subcommittees to add members as necessary..
River Falls Police Chief Gordon Young is here today and is interested in joining our
CJCC Mental Health Subcommittee. Chief Young is also a member of the Pierce County
Criminal Justice Collaborating Council. The consensus of the group was to add Chief
Young as an official member.

2. Valley Co-op Behavioral Health Steering Committee Report
Peter VanDusartz provided an update regarding recent work of the Valley Coop
Behavioral Health Steering Committee. He shared that there is an updated resource guide
regarding mental health services available in Pierce and St. Croix Counties. Please feel
free to forward to others and use it as your own. It is a great tool.
Valley Coop has joined with Healthier Together in the "Make it OK" campaign and will
share more information during announcements.

3. Mayo Clinic Health Systems-Eau Claire Hospital Inc. and Hospital Sisters Health System
Emergency Detention and Other Mental Health Service Programming
Chair Fred Johnson shared that Peter VanDusartz, Alison Page, Steve Kirt, Donavon
Schumacher and himself participated in a conference call with two area Eau Claire
Hospitals regarding mental health services.
Alison shared that the discussion included capacity or interest in building capacity for
inpatient emergency detention needs. This is not part of the planning for the two
hospitals, both indicated a willingness to be part of the dialogue in meeting the needs of
the area. Discussion included development of partial hospitalization programs, which
provides all the metal health services without staying the night. This could then help open
up beds more quickly. Steve Kirt shared that one of the big issues with inpatient services
is also the lack of psychiatry services
More discussion was had on other for profit providers in the area that could or potentially
would expand services into this area. Billing Medicaid could be an issue, and Donavon
has a call with an out of state private provider today and may have some clarification
regarding the Medicaid billing after that call. Donavon will share any updated
information with this group.

4. St. Croix County Community Justice Collaborating Council Mental Health Subcommittee
Presentation to the Pierce County Criminal Justice Coordinating Council Report
Chair Johnson along with Mike O'Keefe and Alison Page went to Pierce County and
attended their Criminal Justice Coordinating Council meeting to provide an overview of
the work plan here with the St. Croix County CJCC. They were pleased to hear of what
St. Croix County is working on regarding the area needs and would be interested in
staying in close communication and collaborating efforts regarding hospitalization and
access. Pierce County shared they have had some conversations at the state level with
Attorney General Brad Schimel, Alison Page is planning to reach out to him.
Chief Young shared he is working with River Falls Hospital on emergency detentions
and why the medical evaluation of the patient is taking so long, as this takes a lot of
police resources out of the community. Captain VanSomeren shared that part of the issue
is "medical clearance" which to the jail is defined as a medical doctor not Emergency
medical Services ( EMS) staff.

5. Western Wisconsin and Eastern Metro Minnesota Behavioral Health Collaboration
Meeting Report
Steve Kirt, Donovan Schumacher and Peter VanDusartz provided a report on the
collaboration meeting between Eastern Minnesota Counties and Western WI Counties.
The Minnesota Counties (Washington, Dakota and Ramsey) have a group, with a long
history, working on the impacts and utilization of programs across the counties. The 3
counties began to share services and create trust and efficiencies, like contracting with
each other for the tele-health. Minnesota has pulled together county human services,
local hospitals, along with community members and National Alliance on Mental Illness
(NAMI) to participate in their discussion. One area of interest is their emergency
medication program for crisis situations to get treatment going right away to ward of
hospitalizations. They seem to be targeting crisis services in order to promote diversion
and shorten the length of stay in hospitals. Another program in these eastern Minnesota
counties is the urgent care for mental health needs.The intent is to hold another meeting
with MN and continue to collaborate
Discussion had regarding the legal issues in crossing the state lines, and also the
diversion policy changes within the metro hospitals that have limited bed availability.
This could be a future agenda item .

6. Community Justice Collaborating Council Mental Health Subcommittee Work Plan
Report on Area Bed Need for Emergency Detentions, Hospital Emergency Department
Tele-Health and Law Enforcement Crisis Intervention Training.
Updates on the progress with the work plan were provided by the group.
Crisis Intervention Training (CIT)- Captain VanSomeren reports that the January
training was very successful, though they learned a few things and will make some
adjustments. VanSomeren feels the scenarios were a valuable part of the training, they
were very realistic and hands on. The participants developed some good tools and made
adjustments to their practice over the 3 days. VanSomeren reports CIT is the best current
training available, is nationally recognized and is highly utilized. The funding for CIT
can be an issue. In 2017, NAMI and St. Croix County Health and Human Services helped
with the budget costs. In 2018 charging a fee for the training will need to be considered.
The next scheduled CIT training is Sept. 11, 2017 and is full, after that it will be Jan.
2018 and sign up will begin shortly.
Liesl Nelson shared that there is a shorter training, perhaps a 4 hour or a 2 day, available
by NAMI. This training could potentially help with the budget issues, but is no substitute
for CIT. Captain VanSomeren will look into this as a potential fill in for next year or for
others that would benefit from some training.
Hospital Emergency Mental Tele-Health- No updates, working on a business model.
Determine Area Bed Needs- As discussed in previous agenda items; we have reached
out to area providers to see what others are doing and began some conversations on
collaborations. Chair Johnson began the discussion of what will be the focus moving
forward. Some ideas are:
**Partial hospitalization - a very good model and proven to be sustainable in metro areas,
but in the rural areas transportation would need to be considered.
**Inpatient bed access and availability in the area, with conversations to continue with
the state as well as creatively looking at how to use what we currently have. We will look
to include Pat Cork, Brad Schimel and other state representatives at another meeting to
look at broadening the conversation as the reality is we need more beds in this area.
Chief Young reported a conversation is already planned with Senator Harsdorf.
**Other facilities that could be utilized for transition back into the community.
**Continue collaborative conversations with Metro area on bed availability and what has
worked for them. Peter VanDusartz will take the lead on this.
Steve Kirt will provide updated 2016 data on emergency detention bed usage.

7. Consideration of Additional Community Justice Collaborating Council Mental Health
Subcommittee Work
No new area of focus recommended.

8. Community Justice Collaborating Council Mental Health Subcommittee Meeting
Schedule
Suggesting the 3rd Thursday of every other month from 8-9:30 to get more of a planned
schedule in place. Colleen will email these dates out.
April 20, June 15th, August 17th, October 19th, and December 21st

REQUEST FOR FUTURE AGENDA ITEMS
Invite State and Federal legislators to the April meeting.
Update on collaboration with Minnesota counties.
ANNOUNCEMENTS & CORRESPONDENCE
The" Make it OK " Campaign has a kickoff event planned on March 28th at the Phipps in
Hudson. They will be addressing the issues of access to and the stigma surrounding Mental
Health.
Baldwin has hired an another Psychiatrist so they have coverage 5 days a week.
