Mental Health Subcommittee of the Community Justice Collaborating Council Regular Meeting February 16, 2017 8:00 AM Chair Johnson asked if after review of the February 16th minutes if any additions or deletions were necessary. With no changes noted a motion was made to approve the minutes as submitted by Alison Page and seconded by Captain VanSomeren. A voice vote was taken and all approved. Cox, Mike O'Keefe, Alison Page, Dan VanSomeren, Mark Richert, Steve Kirt, Peter VanDusartz ABSENT: Liesl Nelson PUBLIC COMMENT Chair Johnson opened the meeting to public comment for items on or off the agenda. No Public Comment. BUSINESS ITEMS 1. Valley Co-op Behavioral Health Steering Committee Report Alison Page reported the group continues to discuss the best way to communicate which groups within the Valley are doing what so as not to be redundant on work to improve behavioral health services around the region. Ms. Page wondered if the County would consider putting info on it's website as it is updated. Steve Kirt shared that since the Behavioral Health (BH) Division is part of the Valley Coop they could have a link to the resources on the BH section of the County website . Peter VanDusartz shared that they continue to offer free training in hospitals, mainly for nurses, regarding detox and withdrawal. They are also working on a full day nurse training for hospitals in the Valley around mental health issues. Steve Kirt shared that he had a recent meeting with Westfield's Hospital in New Richmond and the New Richmond Police Department who are looking for just this type of training and resources. The goal will be to get this training to all hospitals in the Valley. Peter has also taken part in a couple of meetings with the service providers in Minnesota to work on bridging the gap between the public and private sector. It was determined they would combine efforts with the Valley Coop. RESULT: DISCUSSED 2. Western Wisconsin and Eastern Metro Minnesota Behavioral Health Collaboration Peter VanDusartz indicated that this collaborative effort in the eastern metro has been going on for 17-18 years and has taken that much time to get to this current model. One of the areas they have worked on is emergency medication availability when a patient is in crisis. The hospitals pool medications as a resource to share amongst each other during a crisis, to get the patient treated more quickly. The metro area received grant funding to do research on outcomes data regarding their work to see if what they are doing is making a difference. A very good report came from this that would be a good learning tool for us. They all contribute funding to support this effort. The collaboration across state lines continues, and a meeting was held with hospitals, mainly to learn from each other. Region's Hospital, St. Joseph's Hospital-Health East, and United Hospital -Allina Health are planning to meet again with us to discuss and collaborate on intake and discharge of residents. Unfortunately this collaborative effort did not help our emergency detention bed availability need due to current demand for services. Additional discussion on this collaboration was had in the previous agenda item. RESULT: DISCUSSED 3. Community Justice Collaborating Council Mental Health Subcommittee Work Plan Development on Area Bed Need for Emergency Detentions A discussion around Mental Health bed need for emergency detention was held at the Public Health legislative meeting on April 24, 2017. Representative Stafsholt, as well as staff from Representative Jarchow's, and Senator Harsdorf 's offices participated in the meeting. Low Medicaid reimbursement for this service discussed as part of the lack of bed availability for emergency detentions. Discussion on legislation being considered for individuals that are placed under an emergency detention over a certain distance away from their residence and utilization of tele-health for their appearances in court. Steve Kirt reviewed current statistics from the past few years regarding emergency detentions in St. Croix County being transported to Winnebago. Emergency detention diversions continue to be utilized well, but the number of admissions to Winnebago are going up due to lack of bed availability in the area. Donovon Schumacher shared that there has been no real movement on Winnebago's expansion of emergency detention beds or regional state hospital. A visit has occurred at Trempealeau County more recently to look at expanded resources for competency evaluations. Johnson shared that in April of this year at a regional meeting the lack of bed issue for emergency detention was acknowledged as a concern. Discussion on next steps included Valley hospitals and a waiver to make a 10 bed adult psychiatric detention center, like the Amery model. Discussion on possible program development at Trempealeau. Donovan indicated he would like to see what Directors have to say at an upcoming regional meeting where services with Trempealeau County will be discussed. Donovan will bring information back to this committee. This group will look at continuing work on this issue by engaging legislators on the issue and look for solutions with them. Possibly at next meeting bring Pat Cork to the table to engage in asking why this isn't a priority and discuss the need. July 17th from 9-11AM a Public Health legislative event will be held here at the St. Croix County Services Center and will continue discussion on the need for emergency detention beds. Members of this CJCC-Mental Health Subcommittee are encouraged to attend if available. RESULT: DISCUSSED 4. Community Justice Collaborating Council Mental Health Subcommittee Work Plan Development on Hospital Emergency Department Tele-Health Peter VanDusartz shared that he has spoken with Senator Harsdorf regarding tele-health and she is interested in finding a way to support it in the budget. She asked for a proposal to be drafted which Peter prepared and sent to her. His draft proposal consisted of 3 parts which was supplemental payment to Medicaid for inpatient services (1 million dollars a year asked for), funding for partial hospitalization and funding to support the Tele-health emergency room project. Senator Harsdorf was most interested in the tele-health project. Peter submitted a proposal for $380,000 for a pilot project to do tele-health in 7 hospitals in this region of Wisconsin. Senator Harsdorf put in the budget $250, 000 which was passed by the Senate and the Assembly. The funds would mainly be for a 2.8 FTE Licensed Clinical Social Worker positions for approximately 16 hours a day. Discussion had on what the collaboration would look like as other hospitals have asked to participate. Also there is a need to look at how this will be sustained after the 1 yr. pilot. Unfortunately this doesn't solve the bed problem but seems we are drawing attention to the issue. RESULT: DISCUSSED 5. Community Justice Collaborating Council Mental Health Subcommittee Work Plan Development on Law Enforcement Crisis Intervention Training Captain VanSomeren informed the group that he has met with SEEK and they, as well as Excel Energy and National Alliance on Mental Illness (NAMI), are looking to donate funding to the Crisis Intervention Training (CIT). Also discussed the CIP (Crisis Intervention Partner) program which is a 16 hour training, a shortened version of CIT training. This will include a shortened de-escalation training. The cost would be $100 per participant but with donations could potentially be free. There will be 30 slots, opened to many entities. The training with dates listed will be posted soon. The September and January CIT trainings are free, both are full with a waiting list. VanSomeren is looking for grant funding to be able to continue to offer the training for free. RESULT: DISCUSSED 6. Consideration of Additional Community Justice Collaborating Council Mental Health Subcommittee Work Plan Priorities Chair Johnson asked if anyone has any additional work plan priorities. Subcommittee members can contact Chair Johnson if anything comes up. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Chair Johnson reminded the group to contact him at any time if agenda items come up. One suggestion would be to reach out and connect with legislatures to bring them to the table. ANNOUNCEMENTS & CORRESPONDENCE *Mr. VanDusartz announced an upcoming Make It OK ambassador training, he will forward a flyer for everyone to share. The training is free. *On July 17, 2017 another Public Health Legislative event will be held here at the St. Croix County Services Center from 9-11AM. CJCC MH Subcommittee members can put this on their calendars and plan to attend if possible. Chair Johnson will forward more information when it becomes available. A notice will be made of a potential quorum of the CJCC MH Subcommittee at this legislative event. ADJOURN Chair Johnson called this meeting adjourned at approximately 9:32 AM.
