CALL TO ORDER
This meeting of the Community Justice Collaborating Council (CJCC) Mental Health (MH)
Subcommittee was called to order at 8:35 AM by Chair Fred Johnson.

APPROVAL OF MINUTES
1. Mental Health Subcommittee of the Community Justice Collaborating Council Regular
Meeting June 15, 2017 8:00 AM
Chair Johnson asked if after the review of the June 15, 2017 minutes if any editing
needed to be done. With nothing noted Chair Johnson accepted the minutes as submitted.

Chair Johnson opened the meeting to Public Comment. No Public Comment.
BUSINESS ITEMS
1. Wisconsin Department of Health Services Emergency Detention Bed Need Study
Chair Johnson reviewed background information from the October 2017 meeting with
Pat Cork and the bed need study. The report on this bed study is not complete yet and is
only in draft form. The study is focused on State Mental Health Institutes only at this
point, nothing regarding the regional bed need. The State's next steps will be pulling
together the counties that are using these institutes regularly for their input, and lastly
they will continue to work on determining the regional needs.
Donovon Schumacher informed the group that he has reviewed the draft of this study and
shared that there are bullet points included to address the increase in emergency
detentions to State Mental Health Institutes due to lack of local beds, local hospital
closures, and more individuals with acute needs. Also mentioned in the report are
initiatives to address the capacity needs, which is proposed legislation for Department of
Health Services (DHS) to help develop regionalized crisis stabilization centers.
State reporting system on emergency detentions is not standardized. A regional
workgroup is expected to address uniformity in reporting between counties to get best
data.

2. Proposed Legislation 2017 Senate Bill 681 and Assembly Bill 815-Related to Allowed
Detention Facilities for Emergency Detention and Involuntary Commitment
The Community Justice Collaborating Council (CJCC) Mental Health (MH)
subcommittee reviewed the legislation included in the packet. These Bills are still in
committee and not to the floor yet.
Discussion had on an overview of the bills. If these pass it would open some beds in
regional crisis center hospitals, using grant money to fund. Chief Richert reported that
law enforcement staff saw interest in this when meeting with legislative staff.
Pete Vandusartz informed the subcommittee that Health Partners has opened an IRTS -
Intensive Residential Treatment Service center in Maplewood, MN. This 16 bed facility
will be available to move people out of hospitals more quickly, which will help open up
these hospital beds for crisis needs. Steve Kirt shared that Crisis Centers are being looked
at and discussed by the Valley Coop as well, in the hope that more creative ideas on how
to fund and make these Crisis Centers sustainable could be looked at.
Discussion had on law enforcement's view on the need for a non secure facility. Safety
and medication seem to be key components on how this will be accomplished. Donovon
spoke to Brad Munger regarding Chapter 34- and billing issues, Mr. Munger is willing to
be part of the conversation in this region and would participate in a meeting with this
subcommittee.
Chief Young shared that River Falls Allina hospital now has secured transports for
voluntary admissions to private hospitals, available for the next year, via funds from a
hospital donation board. Young also shared that conversations are being started with
Winnebago regarding the tests emergency departments are being asked to run for medical
clearance that don't seem necessary. Also looking into if this is something EMS staff
could assist with. Winnebago, and other hospitals, continue to change their expectation
and standards on medical release making it difficult for law enforcement.
Donovon will explore the medical clearance issues and if there could be a more
consistent expectation for clearance set.

3. Western/Northern Wisconsin Regional Behavioral Health Emergency Detention Bed
Space Workgroup
A regional meeting was held recently and a workgroup has been formed to talk about
regional needs for emergency detention beds. There is a meeting this Friday which Fred
Johnson, Chief Richert, Chief Young, and Pete VanDusartz are planning to attend and
will report back.

4. Community Justice Collaborating Council Mental Health Subcommittee Work Plan
Development on Area Bed Need for Emergency Detentions
Discussion had on next steps for this group to address area bed need. Discussed cost to
implement something such as a crisis center. Also discussed the need for evidence that a
crisis center is sustainable and has a funding source. Discussed low Medicaid
reimbursement.
The data analyst hired by St. Croix County is beginning work on collecting data in
determining the costs incurred by county law enforcement while providing Emergency
Detention transports.
Chair Johnson shared that Representative Zimmerman would like to be part of a detailed
conversation around area bed need, so maybe working with legislatures to educate and
inform them of our needs would be part of next steps as well. Chair Johnson will reach
out to Rep. Zimmerman and possibly Senator Schachtner to plan for participation in our
next meeting.

5. Community Justice Collaborating Council Mental Health Subcommittee Work Plan
Development on Hospital Emergency Department Tele-Health
Pete VanDusartz informed the subcommittee that work on the tele-health project is
moving forward and interviews for the first position are tomorrow. Also on Friday, a
meeting is scheduled with emergency room doctors in the area to get input and next will
meet with law enforcement. Agreements with all involved are being drafted and
certification for tele- health for all 3 hospitals is being worked through. Tele Health will
happen under each of the 3 counties,( Polk, Pierce and St. Croix) emergency services
certifications and will be a public/private collaboration.
VanDusartz also shared that Amery hospital has been down on census and has been open
to taking some emergency detentions. They are a geriatric psychiatric hospital but have
loosened up their criteria based on their bed availability and fit within the facility.

6. Community Justice Collaborating Council Mental Health Subcommittee Work Plan
Development on Law Enforcement Crisis Intervention Training
Crisis Intervention Training held a class about 2-3 weeks ago with approximately 90
people now trained. Lieutenant Standaert will discuss details and plans for moving
forward with these training's with Gary Simacek and bring details back to the group at the
next meeting.

REQUEST FOR FUTURE AGENDA ITEMS
Ask that Brad Munger from the State participate in our next meeting, as well as possibly other
legislators such as Representative Zimmerman, to discuss crisis center and area bed needs.
Review Crime Data Analyst, Kevin Hamlin's reports on costs of law enforcement transports for
emergency detentions.
