This meeting of the Community Justice Collaborating Council (CJCC) Mental Health (MH)
Subcommittee was called to order at 8:30 AM by Chair Fred Johnson.

APPROVAL OF MINUTES
1. Mental Health Subcommittee of the Community Justice Collaborating Council Regular
Meeting February 7, 2018 8:30 AM
CJCC-MH Subcommittee Chair Fred Johnson asked if after the review of the February 7,
2018 meeting minutes if any edits needed to be made. With no changes noted the
minutes were accepted as submitted.
RESULT: ACCEPTED

Chair Johnson opened the meeting to Public Comment.

BUSINESS ITEMS
1. Unlocked Receiving Facility for Emergency Detentions
Brad Munger, Programming and Planning Analyst-Advanced, Bureau of Prevention,
Treatment and Recovery-Division Care and Treatment Services, WI Dept. of Health
Services appeared by phone to be part of the discussion around requirements for an
unlocked receiving facility for emergency detentions (ED).
Mr. Munger informed the group that around the state (Rock and Kenosha Counties)
unlocked facilities have and are being used for emergency detentions. Chapter 51
requires that clients be placed in an approved facility. Using these facilities is done
thoughtfully with respect to the needs of the client and the others within the facility for
safety and risk. Generally, considerations discussed but specific information on process
could come form the existing facilities.
Questions and discussion followed regarding how unlocked crisis facilities are licensed,
certified, and the required training/supervision, as well as determining the appropriate fit
for clients in these type of unlocked facilities. Additional questions regarding the
availability of psychiatry services and nursing to provide medication, as well as doing
evaluations for probable cause were raised. This committee would also be interested in
the number of times law enforcement is called to these unlocked facilities and their
relationship with law enforcement. Data on the ratio of individuals taken to unsecured
CBRF's, who are evaluated, and then determined they need a secured facility or end up
going to court.
Mr. Schumacher plans to reach out to the CBRF's in Jefferson, Dane and Rock counties
to ask some follow up questions.
Discussion on what additional work this committee wants to focus on. The thought is this
is worth discussing and could be a possibility with significant stakeholder input. We may
need to include Dunn County and possibly Polk and Pierce in this discussion, as it would
seem it would take 3 to 4 counties accessing the facilities to keep it sustainable. This
discussion would also need the involvement of local law enforcement, crisis staff , the
County Board, Corporation Counsel as well as other stakeholders.

2. 2017 St. Croix County Law Enforcement's Emergency Detention Transportation Cost
Analysis
Kevin Hamlin, Crime Data Analyst with St. Croix County Sheriff's Office reviewed a
power point with the CJCC-MH Sub Committee regarding the costs of transportation for
emergency detentions.
Discussion followed.

3. Western/Northern Wisconsin Regional Behavioral Health Emergency Detention Bed
Space Workgroup Report
Chair Fred Johnson reported on the work being done by the Western/Northern
Wisconsin Regional Behavioral Health Emergency Detention Bed Space Workgroup.
At a recent meeting they discussed where things are now regarding bed space and the
costs involved. They also discussed barriers they see and possible solutions. Consensus of
the workgroup is that subsidies for Medicaid payments would make a significant
difference in making facilities sustainable.
A Subcommittee was formed to look at regional data, not certain the larger committee
will continue.
Fred will keep the CJCC MH Subcommittee informed on the continued work of the
Western/Northern Wisconsin Regional Behavioral Health Emergency Detention Bed
Space Workgroup.

4. Community Justice Collaborating Council Mental Health Subcommittee Work Plan on
Area Bed Need for Emergency Detentions
The group will be interested in Donovan's follow up on the unlocked facilities questions
raised during agenda item #1 and the conversation with Mr. Munger.
Chair Fred Johnson proposed generating a resolution or letter regarding emergency
detention bed needs and share with other counties and local city councils, healthcare
facilities, NAMI etc. for their support or endorsement. Consensus of the Subcommittee is
this is a good idea and will keep the conversation in front of legislatures. Chair Johnson
will work to draft a resolution with areas needing to be addressed, such as the Medicaid
rate. This draft resolution will be brought back to this group for their review and input.
Another suggestion is pulling together an event where all local and regional legislatures
are available to be part of the conversation or listening session.

5. Community Justice Collaborating Council Mental Health Subcommittee Work Plan on
Hospital Emergency Department Tele-Health
Pete VanDusartz informed the subcommittee that things are on track with tele-health and
are ready to move forward in working with counties/state for application in certification
process.
* All applications are completed and moving forward, waiting on a few points.
* A staff person has been hired who will be doing the assessments.
* Meetings are scheduled or in the process of being scheduled with the various hospitals
to discuss the day to day operations of tele-health within their facilities. Discussion being
had on how billing and documentation will be done, and working on getting all facilities
trained, staff certified, and obtaining all necessary credentials.
* The legal teams at Health Partners are drafting the agreement and contracts.
Roll out not determined yet, though they will do some trial runs prior to full
implementation.

6. Community Justice Collaborating Council Mental Health Subcommittee Work Plan on
Law Enforcement Crisis Intervention Training
No updates today as Law Enforcement was unavailable.
RESULT: NO ACTION
REQUEST FOR FUTURE AGENDA ITEMS
Review major points of draft resolution with suggested solutions for next session.
The possibility of holding a Legislative event around the need for regional beds.
The staff hired for the Tele-video pilot may come to next meeting and provide some information
to this Subcommittee.
ANNOUNCEMENTS & CORRESPONDENCE
The legislation about opening the Mendota location and the regional grant programs did not pass.
