CROIX COUNTY TRANSPORTATION COMMITTEE V Meeting of July 8, 2002 The meeting was called to order by Chair King at 9:00 A.M. Roll call was taken with King, Grant, Jacobson, Peterson and Dowd in attendance. Staff members present for all or parts of the meeting include Daniel Fedderly, Jane Bond, and Kevin Brown. Visitors for all or part of the meeting include Terry Pederson, WI D.O.T.; Richard Putzy, WI D.O.T.; Dan Penzkover, WI D.O.T.; David Solberg, WI D.O.T.; John Berends, City of New Richmond; George Szotkowski, SEH; Ed Schachtner, Town of Somerset; Fred Ball, Town of Richmond; Robert Croty, Village of Somerset; Ryan Sicard, Village of Somerset; Mike Eckelberg, Village of Somerset; Bob Pierce, Town of Somerset; and Jim Rusch (Sienna Corporation. A motion was made and seconded (Jacobson /Peterson) to adopt the agenda as published. The August meeting was set for August 6, 2002 at 9:00 A.M. with King and Peterson reviewing vendors at 8:30 A.M. Action on Previous Minutes: A motion was made and seconded (Peterson /Grant) to approve the minutes of the June 6, 2002 meeting. Motion carried. Approve Vouchers for Payment: King and Jacobson reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Jacobson) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the June 15, 2002, fund balances, comparing them to the previous year. Review Highway Safety Minutes: Grant and Bond reviewed the June 20, 2002 Highway Department Safety Committee meeting. In regard to the Somerset shop odor and water problem at both the Hudson and Somerset shops, Bond reported that holes have been poked in the insulation to drain the existing water. The insulation will be cut open to dry out and roof vents will be installed within the next several weeks. Pick up and disposal of drug paraphernalia by employees and adopt a highway volunteers was discussed. It was the consensus of the Transportation Committee that nothing should be picked up unless the employee /volunteer is certain they will not be harmed by it. If there is any question, the item(s) should be flagged and the appropriate authorities called for pickup and disposal. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 July 8, 2002 Bond stated that Budrow shared the Government Center's evacuation plan for bomb threat and fire. The safety committee will review them and make recommendation to alter the plans to fit the Highway Department needs. Bond requested input from the Transportation Committee regarding a mini vendor mart in conjunction with the Annual Safety Meeting. The committee agreed it would be a good addition to the safety meeting providing it would not take away from the agenda items. Bond stated that a Safety Suggestion box would be installed in the shop area. Bond noted that Treena Ward from WMMIC met with Jim Harer, Dawn Budrow and Bond to go over the survey sent to each department regarding safety policies and procedures. Ward will compile data from these surveys and make recommendations to the County regarding policy changes and implementation. Seminar Attendance and requests: There were no seminar attendance requests at this time. STH 35/64 Jurisdictional Transfer Discussion: Terry Pederson of the WI D.O.T. gave an overview of the process for jurisdictional transfer on the STH 35/64 project. He reviewed the schedule of meetings to be held with the effected municipalities and handed out sample materials covering transfer agreements and local road alteration resolutions. Pederson also reviewed the process in which local transportation aids are computed and paid. Pederson stated that work will begin in 2002 on the STH 35/64 project and should be completed by fall of 2006. Announcements and Correspondence Fedderly distributed and reviewed the press release from WI D.O.T. and MN D.O.T. concerning the St. Croix River Crossing Project. Jim Rusch, representing the Sienna Corporation, reviewed his client's desire to utilize existing Highway Department plans to continue Carmichael Road through to CTH "A ". The Committee had no objections to the idea, however, formal consideration will be given at a future Transportation Committee meeting. Somerset Shop Update: Fedderly confirmed the work being done on the Somerset shop building to rectify and repair the condensation problem. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 July 8, 2002 Fedderly stated that the moving of the trees around the shop would resume this fall with cooler weather. Fedderly will meet with the Village of Somerset to finalize the land transfer. Machinery Management: Fedderly noted that the equipment purchased is nearly all in. Fedderly updated the Committee on the status of the tractors we currently lease from Polfus Implement and Greene Implement. With the lease incentives eliminated by John Deere, we are reconsidering our lease versus purchase option. Casey Pit Rezone Update: Fedderly stated that the CSM for the Casey property is before St. Croix County zoning for approval. Review sale of Trees from Casey Property: Fedderly stated that we had not received any proposals for purchase of trees from the Casey property. It was the consensus of the Committee that if there were future interest in the trees, the Committee would set a price and sell the trees through our broker. Review and Discuss Highway Department 2001 Report of Financial Operations: Fedderly and Bond distributed and reviewed the 2001 Highway Department Report of Financial Operations. Adjournment: A motion was made and seconded (Jacobson /King) to adjourn at 12:00 P.M. Motion carried. ----------------------------- SECRETARY
