MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of June 6, 2002
The meeting was called to order by Vice -Chair Grant at 9:00 A.M.
Roll call was taken with Grant, Jacobson, Peterson and Dowd in
attendance. King arrived at 9:10 A.M. Staff members present for all
or parts of the meeting include Daniel Fedderly, Jane Bond, Jim
Harer, and Kevin Brown.
A motion was made and seconded (Jacobson /Dowd) to adopt the agenda
as published.
The July meeting was set for July 8, 2002 at 9:00 A.M. with King
and Jacobson reviewing vendors at 8:30 A.M.
Action on Previous Minutes: A motion was made and seconded
(Dowd /Jacobson) to approve the minutes of the May 8, 2002 meeting.
Motion carried.
Approve Vouchers for Payment: Grant and Dowd reviewed the vouchers
at 8:30 A.M. A motion was made and seconded (Dowd /Grant) to
approve the vouchers for payment. Motion carried.
Review Fund Balances: Bond handed out and reviewed the May 15,
2002, fund balances, comparing them to the previous year.
Review Highway Safety Minutes: Grant and Bond reviewed the May 23,
2002 Highway Department Safety Committee meeting.
Bond reported that Brown had been in contact with the contractor
concerning the odor in the Somerset Shop. It was concluded that
the smell is from the glue in the insulation. Airing the shop out
should correct the problem
The welding shop has again requested a clean change of coveralls
for every day, due to the fire hazard of welding in coveralls thatl�
are greasy and /or oily. The Safety Committee noted that this is a
union negotiated item that would need to be addressed in
negotiations.
The fuel truck as been inspected and passed. Because we only haul
diesel to our own equipment, the fuel truck does not have to be
inspected every year.
Bond reviewed the preliminary agenda for the Annual Fall Safety
Meeting to be held Wednesday October 9, 2002 at the Baldwin
American Legion. A motion was made and seconded (Grant /Dowd) to
approve the preliminary agenda with the addition of including Buck
Malick, St. Croix County Board Chair, to the "Welcome ". Motion
Carried.
New items of concern that were discussed at the Safety Committee
meeting included; the number of flaggers assigned to jobs, disposal
of drug paraphernalia found by our employees, County wide bomb
threat evacuation procedure, cell phone policies, mounting a broom
to the front of a tractor with cab and the County's policy on
employees responding to the scene of an accident.

The incident rate for 2002 year to date was fourteen (14),
compared to twelve (12) in 2001 and eleven (11) in 2000.
Seminar Attendance and requests: Fedderly reviewed the itinerary
for the 2002 Summer Highway Conference to be held in Janesville,
Wisconsin on June 10 -12, 2002.
Patrol Superintendent Update of Activities: Harer gave an overview
of the projects our crews are working on. We have been repairing,
cleaning and sealing bridge decks for the State along with several
other specially funded projects. The construction portion of CTH
"TT" is nearly complete. One round of mill /crush has been
completed primarily in the Townships and Villages. There are 42
miles of roads scheduled to be seal coated this year. Because of
hotmix demand, we will be alternating our chipsealing and paving
projects throughout the summer.
Review and Award Mid -mount Tractor Proposals: Brown reviewed the
mid -mount tractor proposals received. A motion was made and
seconded (King /Dowd) to purchase a SCAG STT61A -27KA from St. Croix
Sports of River Falls Wisconsin for eight thousand one hundred
eighty -six dollars ($8,186.00). Motion Carried.

Fedderly reviewed the CHIP -D fund awards. St. Croix County was
awarded One hundred Twenty thousand dollars ($120,000.00) for the
CTH "U" project and two hundred four thousand dollars ($204,000.00) -t,
for CHT "V" project.
Somerset Shop Update: Fedderly distributed photos of the site work
being done at the Somerset shop.
The Village of Somerset has approved the rezoning with a
conditional use permit.
Machinery Management: Fedderly distributed and reviewed the 2002
machinery management list as updated and compared to budgeted
expenses.
Casey Pit Rezone update: Fedderly noted that the Casey pit rezoning
request would be brought before the St. Croix County Board for
approval on June 18, 2002.
Review and Award Hotmix Proposals: A motion was made and seconded
(Jacobson /Peterson) to award the Hotmix Proposal to Monarch Paving
of Turtle Lake Wisconsin for Hotmix at $19.34 per ton picked up at
the New Richmond plant. Motion Carried.

A motion was made and seconded (King /Dowd) to approve the Monarch
Paving proposal for hauling on an as needed basis. Motion Carried.
Review sale of Trees from Casey Property: Fedderly and Brown
reviewed conditions, which must be met for trees to be purchased
from the Casey property. A motion was made and seconded
(Jacobson /King) to advertise the possible sale of trees from the
Casey property and report to the Transportation Committee on the
response from the public. Motion Carried.
Engineering Update of Activities: Fedderly distributed an outline
of engineering project activities and a map of project locations.
It was noted that we are working on several projects in various
townships in addition to work on the county trunk highway system.
The project on CTH "TT" is 95% complete. Project plans are
complete and we are currently working on securing right of way on
the CTH "P" project, CTH "MM ", CTH "N" and CTH "I" from 132 Ave to
153 Ave. The engineering department is also engaged in reviewing
and supervising consultants on several county trunk highway
projects. Bi- annual bridge inspections are required on the 189
bridges in St. Croix County in 2002.
Adjournment: A motion was made and seconded (Grant/ Jacobson) to
adjourn at 11:54 A.M. Motion carried.
