CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of April 4, 2002 The meeting was called to order by Chairman King at 9:00 A.M. Roll call was taken with King, Grant, Jacobson, Larson and Dowd in attendance. Staff members present for all or part of the meeting include Daniel Fedderly, Jane Bond, Tim Ramberg, and Kevin Brown. Visitors present for all or part of the meeting include Ed Schachtner, Chairman, Town of Somerset; Miles Wittig, Town of Somerset Planning Commission; Tom Lynch, Strand Associates; Jeff Held, Strand Associates; Mark Ploederer, WisDot; Tom Beekman, WisDot; Jim Koenig, WisDot; Mike VanKueren, St. Croix County Highway Department; and Rod Kongshaug, St. Croix County Highway Department. A motion was made and seconded (Jacobson /Dowd) to adopt the agenda as published. The April meeting was set for May 8, 2002 at 9:00 A.M. with King and Larson reviewing vendors at 8:30 A.M. Action on Previous Minutes: A (Grant /Larson) to approve the meeting. Motion carried. motion was made and seconded minutes of the March 6, 2002 Approve Vouchers for Payment: King and Larson reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Jacobson) to approve the vouchers for payment. Motion carried. Strand Associates STH "63" Presentation: Jim Koenig of WisDOT District 6, Tom Lynch and Jeff Held of Strand Associates discussed the planning study on STH "63" from 1-94, (Exit 19) north to STH "64 ". The study would look to enhance mobility in the area to accommodate increased traffic volumes due to community growth and tourism. No improvements are scheduled until 2015. US Hwy "63" Access Control Resolutions: Fedderly reviewed a document from Sue Nelson requesting adoption of a resolution as drafted by SEH Engineering giving authority to the State of Wisconsin to control access on to CTH "Q" and CTH "H" within 200' of STH "63 ". A motion was made and seconded (Larson /Dowd) to deny the Resolution. Motion Carried. Town of Somerset Shop Property: Ed Schachtner, Chairman, Town of Somerset and Miles Wittig, Town of Somerset Planning Commission requested the Transportation Committee review the property line discrepancy at the Town of Somerset shop. Fedderly stated the County Surveyors would review the site. Schachtner commented that if the Highway Department ever considered vacating part of the pit area, the Town of Somerset might be interested in it. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 April 4, 2002 Revi Fund Balances: Bond handed out and reviewed the December 31, year 2001, closing fund balances, comparing them to the previous Review Highway Safety Minutes: Grant and Bond reviewed the March 28, 2002 Highway Department Safety Committee meeting. A motion was made and seconded (Grant /Dowd) to allow Chris and Rick Colbeth to attend the WCS Annual Meeting in Madison on April 23 & 24, 2002. Motion Carried. Transportation Committee requested that the Safety Committee prioritize their requests for conference attendance so that the Highway Department as a whole benefits. Bond reviewed the Safety Committee's discussion of the implementation of a 3 -year rotation for the permanent employee positions on the Safety Committee. The Transportation Committee agreed to have the three (3) employee permanent positions be put on a three -year rotation with the option of remaining on the committee for additional terms. The rotation would begin with Jim Harer on December 31, 2002, Kevin Brown on December 31, 2003 and Jane Bond on December 31, 2004. Future Safety Committee appointments will be approved by the Transportation Committee as they occur. Grant and Bond reported that the Safety Committee would like to invite the Hammond Village Board to the next Safety Committee meeting to discuss alternatives to making the stop signs at the intersection of Main Street and 3 rd Street in the Village of Hammond more visible to motorists. A motion was made and seconded (Jacobson /Grant) to tentatively scheduled the 2002 Annual Safety Meeting on Wednesday, October 9, 2002 at the Baldwin American Legion. Motion Carried. Grant reported that the lst quarter 2002 Highway Department worker' compensation statistics showed there was only one claim year to date. In 2001 there were 6 claims during the same period. Bond reported that the test results from the water sample taken at the Hudson shop have returned showing the water to be safe. Grant noted that the use of a self- contained sweeper was again reviewed at the Safety Committee meeting. Fedderly noted that the Machinery Management Committee has examined purchasing a machine versus renting and has found that it would be most cost effective and beneficial to the county to rent Dunn County's sweeper on an as needed basis. Seminar Attendance and requests: A motion was made and seconded (King /Grant) to send 3 employees to the "Quality Concrete" Seminar in Eau Claire at a cost of $35.00 per participant. Motion Carried. The State will be charged a portion of the costs. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 April 4, 2002 A motion was made and seconded (Larson /Jacobson) to send Bond and Tolonen to the "Managing Accounts Payable" seminar on May 21 St , 2002 in Bloomington Minnesota. Motion Carried. Announcements and Correspondence Fedderly distributed informational packets from Mike Buss of CPC Engineering to the Transportation Committee. Fedderly distributed copies of the current "Road Works" magazine to the Committee and visitors. Fedderly outlined a letter from WisDot thanking the Transportation Committee for their input on the the access control projects on STH "64" and STH "65 ". WisDot has chosen the project on STH "64" east of New Richmond 12 miles as their top priority. Fedderly reviewed a letter from WisDOT granting St. Croix County Highway Department $180,000.00 rail safety money for the railroad crossing at CTH "U" in Hudson Township. Fedderly reviewed a letter he drafted to Senator Harsdorf encouraging the Senate's support of the "Pot Hole Bill ". A motion was made and seconded (King /Grant) to offer the four (4) 10 hour day schedule to the employees for the 2002 construction season to begin April 29, 2002 and concluded August 30, 2002. Motion Carried. Somerset Shop Annexation Update: Fedderly informed the committee that the annexation is final. Rezoning request will be presented at the next Village Board meeting. Casey Pit Rezone Update: Fedderly noted that Highway Department will meet with St. Croix County Zoning in April to request rezoning of 3.99 acres in Stanton Township to "ag- reisidential ". Machinery Management Discussions: Ramberg distributed and reviewed the 2002 machinery management list. King commended Ramberg and Brown for the good job they have done researching, prioritizing and preparing for the equipment purchases we have made this year. Fedderly discussed with the Committee an option of upgrading our two (2) existing backhoes. A motion was made and seconded (Larson /Jacobson) to upgrade our two (2) existing John Deere backhoes with Nortrax of Eau Claire Wisconsin in the amount of One Hundred Seven Thousand fifty -seven dollars ($107,057.00). Motion Carried. Fedderly discussed with the Committee an option of upgrading our existing Dozer. A motion was made and seconded (King /Grant) to upgrade our existing Case 1150 Dozer to a 2002 Case 850 Dozer from Miller - Bradford Equipment of Eau Claire Wisconsin in the ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 4 April 4, 2002 amount of Thirty three thousand two hundred ninety -five dollars ($33,295.00). Motion Carried. Fedderly discussed with the Committee an option existing Dozer. A motion was made and seconded to upgrade our existing John Deere Dozer to a 700H Dozer from Nortrax of Eau Claire Wisconsin Sixty eight thousand three hundred fif ($68,355.00). Motion Carried. of upgrading our (Jacobson /Grant) 2002 John Deere in the amount of ty -five dollars Wisconsin _D.O.T. Discretionary Maintenance Agreements: Fedderly reviewed several discretionary maintenance agreements (DMA) with the Wisconsin DOT. A motion was made and seconded (King /Grant) to approve the discretionary maintenance agreements with the Wisconsin DOT for $5,000.00 for a cattle pass removal on STH "65" south of New Richmond, $2,000.00 for county wide access control and driveway removal and $50,000.00 for culvert repair and replacements on STH "29" in various locations. Motion Carried. Wisconsin D.O.T. Service and Supply Agreements: Fedderly reviewed a construction agreement with the Wisconsin DOT for erosion control on STH 65. A motion was made and seconded (Jacobson /Dowd) to approve the Construction Contract with the Wisconsin DOT for $1,000.00 to provide erosion control on STH 65. Motion Carried. Fedderly reviewed a construction agreement with the Wisconsin DOT for traffic control on I -94 2 miles east of USH "63 ". A motion was made and seconded (King /Grant) to approve the Construction Contract with the Wisconsin DOT for $2,000.00 to provide traffic control on I -94 2 miles east of USH "63 ". Motion Carried. Review and Award Centerline Proposals: Ramberg reviewed the striping proposals received. A motion was made and seconded (Dowd /Jacobson) to award the 2002 centerline contract to the low proposal which met specifications, TMS Traffic Marking Service, Inc., Buffalo, Minnesota. Motion carried. Review Culvert and Guardrail Proposals: Ramberg reviewed the culvert proposals received. A motion was made and seconded (Dowd /Larson) to approve purchasing of culverts and various attachments from both Contech Construction, Appleton Wisconsin and Johnston Fargo Culvert, New Brighton Minnesota on an "as needed" basis, depending upon price, availability and delivery schedules. Motion carried. The proposals received for guardrail supplies were reviewed by Ramberg. A motion was made and seconded (Dowd /Grant) to approve purchasing guardrail supplies from both Timme, Inc., Spring Valley Wisconsin and Mattison Contractors, Knapp Wisconsin on an "as needed" basis, depending upon price, availability and delivery schedules. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 5 April 4, 2002 Review and Award Milling and Crushing Proposals: Ramberg reviewed the milling and crushing proposals received. A motion was made and seconded (King /Jacobson) to award the milling and crushing proposals to the low proposer, Kraemer company, Plain Wisconsin for $4,150.00 per milling mile and $2,250.00 per mile reclaimed.
