CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of February 7, 2002 The meeting was called to order by Chairman King at 9:05 A.M. Roll call was taken with Grant, Jacobson, Larson and King in attendance. Dowd was excused. Staff members present for all or part of the meeting include Daniel Fedderly, Jane Bond, Tim Ramberg, Mike Murtha and Jim Harer. A motion was made and seconded (Larson /Grant) to adopt the agenda as published. The March meeting was set for March 7, 2002 at 9:00 A.M. with Grant and Dowd reviewing vendors at 8:30 A.M. Action on Previous Minutes: A motion was made and seconded (Jacobson /Larson) to approve the minutes of the January 7, 2002 meeting. Motion carried. Approve Vouchers for Payment: Grant and King reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Grant) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the December 30, 2001, prior to closing fund balances, comparing them to the previous year. Review Highway Safety Minutes: Grant and Bond reviewed the January 17, 2002 Highway Department Safety Committee meeting. Bond reported that the Safety Committee recommends including all Highway Department employees in the Safety Award program including non - represented personnel, and ask that the Transportation Committee consider adding an additional $50.00 prize to the program. A motion was made and seconded (Grant /King) to include all Highway Department employees in the Safety Award Program and add one additional $50.00 prize. Motion Carried. Bond reviewed the 2001 St. Croix County Worker's Compensation statistics with the Transportation Committee. The Highway Department made up approximately 15% of the County's claims in both number of claims and dollar amount of loss payments. Signing Coordinator Year -End Report: Mike Murtha gave an overview of the 2001 activities for the sign department. He reviewed the number of signs installed, replaced and removed in the county along with a report on the work the County does for the State of Wisconsin D.O.T. in maintaining their 5300 signs and signals in St. Croix County. Patrol Superintendent Update of Activities: Harer reviewed the various maintenance projects the crews have been working on this winter. The water and sewer lines have been installed in the ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 February 7, 2002 Somerset Shop building and we have completely moved in. Crews have been removing trees along the roadway that may cause a hazard during summer storms. We have been stripping top soil and overburden at the Spooner pit and hauling blue chips to stockpile for summer projects. The shop men have been doing inspection and maintenance on the haul trucks to prepare them for the upcoming season. Kjeseth and Durkee have been doing culvert inspections to rank and repair the culverts in St. Croix County. Harer also distributed and reviewed the District 6 winter storm report. We have had 19 storms this season with approximately 26.6 inches of snow. Review Paver Options: Ramberg and Fedderly reviewed the paver upgrade option with the Committee. A motion was made and seconded (Jacobson /Larson) to upgrade our existing paver to a new Caterpillar AP -1055B Asphalt Paver from Fabco Equipment, Inc. of Eau Claire Wisconsin for the amount of $155,423.00. Motion carried. Review Pit Loader Options: loader upgrade option with seconded (Larson /Grant) to new Caterpillar 950G Wheel Eau Claire Wisconsin with bucket teeth for the amount Ramberg and Fedderly reviewed the pit the Committee. A motion was made and upgrade our existing pit loader to a Loader from Fabco Equipment, Inc. of the joystick controls and mountable of $85,996.00. Motion carried. Review and Award Tire Balancer Proposals: Ramberg reviewed the Tire Balancer proposals with the Committee. A motion was made and seconded (King /Jacobson) to purchase a Hofmann 39LMT --C tire balancer from JMC & Associates of Hopkins Minnesota for the amount of $6,579.50. Motion carried. Consider Access Resolution for the County Board: Fedderly reviewed a request from County Clerk, Sue Nelson to adopt a resolution as drafted by SEH Engineering giving authority to the State of Wisconsin to control access on to CTH "N ", CTH " "E" and CTH "G" within 200' of STH "65 ". A motion was made and seconded (King /Grant) to deny the Resolutions. Motion Carried. Announcements and Correspondence Fedderly asked the Committee if they had a preference on dates to attend the training conference at Tomahawk. The consensus of the Committee was to attend the July 29, 2002 through August 1, 2002 training conference. Machinery Management Discussions: Fedderly noted that with the cooperation of the machinery management sub - committees, Ramberg and Brown have the specs ready to be sent out on the axles, boxes and set up for the haul trucks and the hydraulics, boxes, sanders, plows, wings and set up for the maintenance trucks. Somerset Shop Annexation Update: Fedderly informed the committee that there has been no activity since last meeting on the annexation of the Somerset Shop property. ST.
