Call to Order: Chair Rohl called this meeting of the 980 Committee to order at approximately 8:35
a.m.

Approval of Minutes: After review of the 980 Committee Oct. 1, 2018 minutes, a motion was made
by Steve Kirt to approve the minutes as submitted and a second was made by Bret Budrow. A voice
vote taken and minutes approved.
Public Comment: No Public Comment
Agenda Items:
1) Report on Residential Options in St. Croix County for Person on Supervised Release
Chair Rohl reviewed the list of properties for sale with the Committee. There are approximately
six properties that meet the initial criteria, the Committee reviewed the properties online and
tried to determine which properties were the best option to move ahead with based on the
known needs and criteria. Once the S checks for proximity of children in the
area and approves the properties, the list is sent to the vendors for their review.
The Committee members discussed the need to look at the property to check for handicap
accessibility before even adding it to the list. Steve Kirt and a social worker will go out with the
realtor and check accessibility. Kirt will drive by and view the potential property and let Rohl
know his thoughts, based on his feedback she will inform local law enforcement to check the
property.
In the interest of time, but also keeping within open meetings law, Chair Rohl will inform the
Committee members via email on the outcome of the property that the Committee determined
the best option with which to move forward.
If necessary, the committee may convene in closed session pursuant to Wis. Stats. §19.85(1)(f).

2) Discuss vendor options
In reaching out to the vendors, two said they were interested in potentially purchasing a home,
but would want to be informed as to the amount of upgrading that would be needed. Once a
property is determined, the state would pursue with one vendor and see what they agree to.
When a closing date is within 30 days, a release plan for the client is sent to the courts and
then client is placed.
Kirt reported on results of his reaching out to several landlords of the rental properties. One
property has sold, one landlord said no, and others just are not interested.
3) Discuss law enforcement report/involvement
Chair Rohl will check with law enforcement to see the best way to educate local police and
Sheriffs on the history of offender, the monitoring that will be in place, and how to best handle
protest or push back from the communities.
Once a property choice is made, and plans are in place for the client to move in, DHSsends an
informative alert to Sheriffs who determine how much information to provide to the
community. An educational meeting can be held with
4) 980 Committee Meeting Schedule:
The group determined to allow time for follow up work to be done that the meetings would be
scheduled every 2 weeks unless something urgent comes up. The next meeting will be held on
October 29, 2018 @ 9:00 a.m. in Room 1216 of the Government Center, Hudson.

A Motion to adjourn was made by Community Development Planning and Land Administrator Brett
Budrow and was seconded by Behavioral Health Administrator Steve Kirt. Meeting called adjourned
by Chair Rohl at approximately 9:15 am.
A quorum of the St. Croix County Board of Supervisors (County Board) may be present at this
meeting. Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of
obtaining information relating to subjects listed above for use at future County Board meetings.
