HomeMy WebLinkAbout08-17-2020 980 Committee Minutes MINUTES 980 COMMITTEE August 17, 2020 2:00 PM Conference Room 1216 1101 Carmichael Road, Hudson, Wisconsin Notice: Due to the Coronavirus (Covid-19) Pandemic, 980 Committee members, other staff and public are encouraged to attend the meeting via the use of technology utilizing the Zoom platform. Call to Order Roll Call Member Attendance Assistant Corporation Counsel Present Liz Rohl Behavioral Health Co Administrator Present via ZOOM Kristin Deprey Division of Correction Supervisor Present Mark Lemke Community Development Planning and Land Present Administrator Brett Budrow State of WI Supervised Release Specialist Present- Via Zoom (DHS) Mick Chase Others in Attendance via ZOOM: County Board Supervisor Judy Achterhoff, Corrections Field Supervisor Rebecca Schultz Approval of Minutes: No minutes to approve today as this is the initial meeting regarding this supervised release. Public Comment: County Board Supervisor Judy Achterhoff stated she appreciates the Zoom link being posted online for this meeting and also wanted to share with this committee that she has been informed that citizens from Emerald have hired an attorney to look into any legal ways to stop another release into the area, based on where supervised release resided when offense occurred. Agenda Items: 1. 980 Committee Membership Designation: The Statute sets forth who must be present for these s the criteria of your position. 2. Election of 980 Committee Chair: Nominations were requested for Chair of the 980 Committee. Division of Corrections Supervisor Mark Lemke nominated Assistant Corporation Counsel Liz Rohl, this was seconded by CDD Land Administrator Brett Budrow. With no other nominations a voice vote was taken and all approved. 3. Election of 980 Committee Vice Chair: Nominations were requested for Vice Chair of the 980 Committee Division of Corrections Supervisor Mark Lemke nominated CDD Land Administrator Brett Budrow, this was seconded by Assistant Corporation Counsel Liz Rohl. With no other nominations a voice vote was taken and all approved. 4. Review of 980 Committee Responsibilities: The responsibilities were reviewed by committee members. 5. Residential Option Planning in St. Croix County for person on Supervised Release Need to find residence for new supervised release. Starting on July 30, 2020 we have 120 days to submit our findings to the court, which brings us to Nov. 17, 2020. This subject is not designated a serious child sex offender so the additional geographic restrictions would not apply. Subject does have medical issues that will require some accommodations. These will be discussed in closed session at next meeting. Mr. Chase shared that the treatment team would find no safety concerns or anticipated compatibly concerns with placing this new release at current residence in Emerald with previous supervised release from 2018 if that home meets the medical accommodations for new release. This is good use of resources with a good success rate. Chair Rohl shared that she did a residential search and currently only 45 homes available under $200,00. The committee discussed looking at rental property but given the limited success and difficulty in finding a landlord willing to approve renting to a supervised release the committee decided to look only at property for sale. CDD Land Administrator Brett Budrow will review the listings as well as the current residence to determine if they meet geographic criteria. Budrow still has map from the 2018 search that he can refer to as well. 6. Future 980 Committee Meeting Schedule- will continue to provide a ZOOM option and will plan to meet as needed. Request for Future Agenda Items: Update on any supervisory issues regarding current resident. Review the listings and addresses for geographic criteria Closed session -discuss client medical issues Announcements & Correspondence: NA th Date of Next Meeting: Monday Sept. 14 @ 2:00 PM. New Agenda with Zoom info will be posted. Adjourn: Chair Liz Rohl called the meeting adjourned at approximately 2:20 PM. A quorum of the St. Croix County Board of Supervisors (County Board) may be present at this meeting. Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of obtaining information relating to subjects listed above for use at future County Board meetings.
