CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of November 8, 2002 The meeting was called to order by Chair King at 9:00 A.M. Roll call was taken with King, Grant, Jacobson, Peterson and Dowd in attendance. Staff members present for all or parts of the meeting include Daniel Fedderly, Jane Bond, Tim Ramberg and Kevin Brown and Dave Schnitzler. A motion was made and seconded (Grant /Peterson) to adopt the agenda as published. The December meeting was set for December 4, 2002 at 9:00 A.M. with King and Peterson reviewing vendors at 8:30 A.M. The annual Christmas party will be held immediately following the Committee meeting. Action on Previous Minutes: A motion was made and seconded (Peterson /Dowd) to approve the minutes of the October 6, 2002 and October 17, 2002 meetings. Motion carried. Approve Vouchers for Payment: King and Jacobson reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Jacobson) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the October 31, 2002, fund balances, comparing them to the previous year. Review Highway Safety Minutes: Grant and Bond reviewed the October 24, 2002 Highway Department Safety Committee meeting. The Safety Committee reviewed the annual Highway Department Safety seminar that was held October 9, 2002. Many positive comments were received in person and through the survey. Bond gave an overview of the Wood County Safety Roadeo that she Budrow and Becker attended. The Safety Committee requested that the Transportation Committee allow the Safety Committee to proceed with plans to hold a Safety Roadeo in conjunction with the annual employee picnic. A motion was made and seconded (Grant /Peterson) to allow the Safety Committee to plan a Safety Roadeo in conjunction with the 2003 employee picnic. Motion Carried. Bond and grant reviewed the list of concerns from employees. One of the items discussed in detail was using safe and proper procedures. Harer reminded the Safety Committee that all employees should take care of Highway Department equipment as if it were there own. He also noted that we all should take responsibility for our actions. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 November 8, 2002 Bond had reported that there was one incident since the last meeting. There have been 24 incidents reported year to date, compared to 35 in 2001 and 39 in 2000. Seminar Attendance and requests: There were no new seminar attendance requests at this time. Announcements and Correspondence Fedderly reviewed a letter from State of Wisconsin Joint Legislative Council thanking Fedderly for his presentation regarding the recodification of Town Highways in Wisconsin State Statutes, chapters 80 and 81. Chairman King and Fedderly updated the Committee on an Eagle Scout project being completed by Jason Tervo at our Hudson Maintenance facility. Tervo planted 19 spruce trees on the property between the Highway Department fence and STH 12. Fedderly commended Tervo for his interest and commitment to the community and the professional manner in which he completed the project. Fedderly presented Brian Halling with his 10 years of service plaque. Halling was inadvertently missed during the 19 Annual fall safety seminar. Highway Department "Bomb Threat and Fire Evacuation Plans ": A motion was made and seconded (Grant King) to approve the bomb threat and fire evacuation plans as presented and to add them to the St. Croix County Highway Department Employee Safety Manual. Motion Carried. Machinery Management: Brown gave the Committee an update the 2002 machinery management purchases. The last three trucks are being assembled and the building roof repairs are nearly completed. Ramberg distributed and reviewed the 2003 preliminary list of needs as it had been prioritized. The list contained 25 items totaling $1,125,500. Items 1 through 9 are listed as highest priority, 10 through 19 moderate priority and 20 through 25 the lowest priority. A motion was made and seconded (Jacobson /Peterson) to allow the Machinery Management Committee to move forward with the list as presented. Resolution Authorizing Conveyance of Somerset Pit Property to Village of Somerset: Chair King announced that the County Board approved the resolution at the last County Board session. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 November 8, 2002 Resolution Appointing New County Surveyor: The committee discussed the joint county surveyor position, however, no action was taken. Review Progress Re(' Chair King announced were in this week'; Leader Telegram. November 18 with November 25 jarding Highway Commissioner Vacancy: that the advertisement for applications Hudson Observer and the Eau Claire Applications will be taken through interviews as early as the week of King stated there were discrepancies between the commissioners job description as approved by the Transportation Committee and the job description amended by the personnel director. King stated the two parties would work together to come to a job description agreeable to both parties. Review and Award Crushing Proposals: Fedderly distributed proposal tabulations for crushing at the Spooner quarry. A motion was made and seconded (Jacobson /Peterson) to award the crushing at Spooner Quarry to the low proposer, Kraemer Co, Inc of Plain Wisconsin for One dollar and seventy four cents ($1.74) per ton. Motion Carried. A motion was made and seconded (Jacobson /Peterson) to award crushing at the Olson quarry to American Materials of Eau Claire Wisconsin for one dollar and seventy five cents ($1.75) per ton for a total of 15,000 to 20,000 tons of crushed material. Adjournment: A motion was made and seconded (Peterson /Jacobson) to adjourn at 10:42 A.M. Motion carried. SECRETARY
