Meeting of October 17, 2002
The meeting was called to order by Chair King at 1:00 P.M.
Roll call was taken with King, Grant, Jacobson, Peterson and
Dowd in attendance. Staff members present for all or parts
of the meeting include Daniel Fedderly and Jane Bond.
Visitor was County Board Chair, Clarence Malick.
Chair King announced that the Committee would not go into
closed session. He stated that the purpose of the meeting
was to discuss extending the resignation date of
Commissioner Fedderly, to discuss how and where to advertise
for the Commissioner's vacancy and to review the job
descriptions of the County Highway Commissioner and the
County Surveyor.
A motion was made and seconded (Jacobson /Peterson) to adopt
the agenda as amended.
The November meeting had been previously set for November 6,
2002 at 9:00 A.M. with King and Jacobson reviewing vendors
at 8:30 A.M. King commented that there is a conflict on
November 6, 2002. The consensus of the Committee was to
change the date to Friday November 8, 2002.
Discussion on Highway Commissioner /County Surveyor Position:
King reviewed the history of how the Highway Commissioner
and County Surveyor's positions were merged. There was
discussion of the significance of keeping the positions
unified. Based on need, staff capabilities, and difficulty
in filling the position of Highway Commissioner that is also
a Registered Land Surveyor (RLS), the committee decided to
re- separate the two positions.
Fedderly noted that upon the advice of Corporation Council,
Timmerman, whomever the Transportation Committee appointed
to fill the positions of County Highway Commissioner and
County Surveyor, they would only fulfill an initial term
through December 31, 2003. At that point, the
Transportation Committee would need to decide the length of
future appointments.
The Transportation Committee reviewed separate job
descriptions for both positions.
King stated that the Highway Department has a qualified and
capable surveyor on staff, that is a Registered Land
Surveyor (RLS). A motion was made and seconded
(Jacobson /Dowd) to appoint Brian V. Halling as the St. Croix
County Surveyor. Motion Carried.

The Committee reviewed a draft resolution to name Brian V.
Halling as the St. Croix County Surveyor. This resolution
would be brought before the Planning, Zoning and Parks
Committee for consideration.
The committee discussed what qualifications were needed to
fill the County Highway Commissioner position. The
Committee felt it was not necessary for a qualified
candidate to hold a P.E. or RLS degree, however a BS, BA or
MS degree would be required in a related field.
After lengthy discussion, the Transportation Committee
decided that in order to maintain the local familiarity and
consistency with our existing highway program, advertising
would be limited to the official county newspaper, the
Hudson Star Observer, and in the Eau Claire Leader. The
advertisement would run for a period of two weeks.
The applications will be sent to the Personnel Department.
The Transportation Committee will conduct the interviews
with the assistance of the Personnel Department.
Administrative Coordinator Whiting may sit in on the
interviews.
Fedderly stated that he would remain in Highway Department
employment until the transition to the new Commissioner has
been made.
Fedderly stated he has outlined short and long range plans
for St. Croix County Highway Department. He agreed to
continue to assist the Highway Department as needed beyond
his employment, on a time and material basis.
A motion was made and seconded (Grant/ Peterson) to proceed
with employment changes as discussed, which include;
separation of County Highway Commissioner and County
Surveyor positions; job descriptions for both positions as
amended; appointment of Brian V. Halling as County Surveyor;
presentation of joint resolution for County Surveyor to
Planning,. Zoning and Parks Committee; extending Daniel
Fedderly's date of resignation; advertising and interviewing
Highway Commissioner candidates. Motion Carried.
Adjournment: A motion was made and seconded
(Grant /Peterson) to adjourn at 2:10 P.M. Motion carried.
