CROIX COUNTY TRANSPORTATION COMMITTEE ► Meeting of October 6, 2002 The meeting was called to order by Chair King at 9:00 A.M. Roll call was taken with King, Grant, Jacobson, Peterson and Dowd in attendance. Staff members present for all or parts of the meeting include Daniel Fedderly, Jane Bond, Tim Ramberg and Kevin Brown. Visitors for all or part of the meeting were Terry Pederson and Richard Putzy, WI D.O.T. A motion was made and seconded (Grant /Dowd) to adopt the agenda as published. The November meeting was set for November 6, 2002 at 9:00 A.M. with King and Jacobson reviewing vendors at 8:30 A.M. (Note: This date was later changed to November 8, 2002) Action on Previous Minutes: A motion was made and seconded (Peterson/ Jacobson) to approve the minutes of the September 8, 2002 meeting. Motion carried. Approve Vouchers for Payment: King and Grant reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Grant) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the September 30, 2002, previous year. fund balances, comparing them to the Review Highway Safety Minutes: Grant and Bond reviewed the September 18, 2002 Highway Department Safety Committee meeting. The Safety Committee reviewed the final plans for the 19 Annual Highway Department Safety seminar. Bond stated that Harer, in light of the fatal car accident on US "12 ", reminded everyone that it is their responsibility to drive safely, keep equipment in good working order and to be alert to their surroundings at all times. Grant noted that the number of Highway Department incidents are down to 23 year to date compared to 30 in 2001 and 35 in 2000. WI D.O.T. Discussion on Jurisdictional Transfers (35/64): Terry Pederson of WI D.O.T. updated the Transportation Committee on the State's progress in meeting with the local governments regarding the 35/64 jurisdictional transfers. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 October 6, 2002 Pederson reviewed the areas included in the 35/64 4 lane project that would effect the county trunk highway system. After distributing and reviewing a proposed Local Road Alteration and Transfer Agreement Pederson asked the Transportation Committee to draft a proposal for transfer of road segments as discussed and submit to WI D.O.T. Seminar Attendance and requests: Fedderly reminded the Transportation Committee of the WCHA District 6 Commissioners and Committeemen's meeting to be held on Thursday October 17, 2002 at the Blue Moon Restaurant in New Richmond at 8:30 a.m. There were no new seminar attendance requests at this time. Announcements and Correspondence Fedderly reviewed a letter from Governor Scott McCallum confirming additional funding on the CTH "U" project of $120,084.00. Fedderly updated the Committee on the status of the box culvert installation on CTH "NN ". Fedderly stated that the Highway department will be taking proposals for crushing at the Spooner quarry. Fedderly distributed copies of a letter from himself to Chairman Dick King concerning his resignation as St. Croix County Highway Commissioner /County Surveyor. Fedderly stated that the Highway Department is on a firm foundation and with the continued guidance of the Transportation Committee and dedication of staff and crew the Highway Department would continue to be successful. Fedderly noted that he would be working as an independent consultant. Fedderly agreed to help the Highway Department through the transition period and to work as a consultant on an as requested basis. After discussing separation of employment details, a motion was made and seconded (Peterson /Dowd) to accept Fedderly's resignation as of December 17, 2002 tentatively. The Committee will review the process for filling the position and asked that this date be adjusted to accommodate the hiring process. Motion Carried. The Commi'ttee thanked Fedderly for his years of dedicated service and commitment to St. Croix County and wished him the best of luck in meeting his new challenges. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 October 6, 2002 Machinery Management: Ramberg distributed and reviewed the 2003 preliminary list of needs. He stated the Machinery Management Committee would meet to discuss and prioritize the equipment needs and would bring recommendations to the Transportation Committee for consideration. Emergency Management Exercise: Grant reported on the emergency management exercise he attended in Roberts. He stated that members from various departments met and outlined a plan of action in the event of a disaster. The Village of Roberts exercise simulated a train derailment with hazardous material spill. Similar exercises will be held in other communities throughout the county. Review and Award Hammond Shop Roof Repair Proposals: Ramberg reviewed the shop roof repair proposals. A motion was made and seconded (Jacobson /Peterson) to award the roof repair to the low bidder, RTS Roofing, Inc. of Eau Claire Wisconsin for a re -roof membrane for the total of forty -five thousand two hundred twenty -six dollars (45,226.00). Motion Carried. Review Project Progress: Fedderly distributed handouts over viewing current and upcoming projects. He also outlined the sources of revenue used to fund these projects. Since 1995 St. Croix County Highway Department has secured Nine million fifty -six three hundred fifty -one dollars ($9,056,351.00) in outside funds for county highway improvements. Adjournment: A motion was made and seconded (Peterson /King) to adjourn at 12:10 P.M. Motion carried. SECRETARY
