MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of September 5, 2002

The meeting was called to order by Chair King at 9:00 A.M.
Roll call was taken with King, Grant, Jacobson, Peterson and
Dowd in attendance. Staff members present for all or parts
of the meeting include Daniel Fedderly, Jane Bond, Tim
Ramberg and Kevin Brown. Visitors for all or part of the
meeting were Clarence Malick, St. Croix County Board chair.
A motion was made and seconded (Grant /Jacobson) to adopt the
agenda as published.
The October meeting was set for October 8, 2002 at 9:00 A.M.
with King and Grant reviewing vendors at 8:30 A.M.
Action on Previous Minutes: A motion was made and seconded
(Peterson /Dowd) to approve the minutes of the August 6, 2002
meeting. Motion carried.
Approve Vouchers for Payment: King and Dowd reviewed the
vouchers at 8:30 A.M. A motion was made and seconded
(King /Dowd) to approve the vouchers for payment. Motion
carried.
Review Fund Balances: Bond handed out and reviewed the
August 15, 2002, fund balances, comparing them to the
previous year.
Review Highway Safety Minutes: Grant and Bond reviewed the
August 29, 2002 Highway Department Safety Committee meeting.
In regard to the odor at the Somerset shop. Rick Colbeth
reported that the odor is no longer present.
Bond stated that copies of the revised Bomb Threat and Fire
Evacuation plan has been reviewed by the Safety Committee
and has been distributed to the Transportation Committee for
recommendation. The Transportation Committee will review
and discuss it at the October Transportation Committee
meeting. Fedderly stated when approved, this should be
adopted into the Highway Department Safety Policy Manual.
Bond reviewed a request from the Safety Committee to allow
two (2) Safety committee members attend the WCS Annual Fall
Seminar in Wausau on September 19 and 20 2002 at a cost
of $185.00 per person. A motion was made and seconded
(Grant /Jacobson) to allow two (2) Safety Committee members
attend the WCS Annual Fall Seminar in Wausau on September
19 and 2 0 th 2002. Motion Carried.

Bond reviewed the final agenda and Menu for the 19 Annual
Highway Department Safety Roadeo. The consensus of the
Transportation Committee was to serve Baked Chicken and
meatballs with potatoes and vegetables.
Grant suggested that the Highway Commissioners from the
surrounding counties be invited. The Transportation
Committee agreed.
Seminar Attendance and requests: Fedderly reviewed a request
to send four (4) to five (5) employees to Winter Roads
workshop in Eau Claire Wisconsin September 25, 2002 at a
cost of $35.00 per person to be partially paid for by the
State. A motion was made and seconded (King /Dowd) to allow
four (4) to five (5) employees to attend the Winter Roads

cost of $35.00 per person. Motion Carried.
Announcements and Correspondence Fedderly announced that
there will be a public hearing regarding access control on
STH 63 near Baldwin, at the Forest Town Hall on Tuesday
September 10, 2002 at 7:00 p.m. with an open house held
prior to the public hearing from 5:30 to 7:00 p.m.
Fedderly commented on the excellent job Ramberg has done in
completing and submitting documents to WI D.O.T with respect
to "S" Bridge project.
A motion was made and seconded (Jacobson /Peterson) to
approve Discretionary Maintenance Agreements (DMA) #0055 -26-
32 in the amount of $7,500.00 to clean the sediment basin on
I -94 near exit 1, and #0055 -23 -43 in the amount of
$27,000.00 for graveling shoulders on STH 35 from north of
Hudson to STH 64. Motion Carried.
A motion was made and seconded (Dowd /Jacobson) to approve
the sales study as presented by Jim Krizan, and to purchase
approximately 1.2 acres of right of way on CTH "I" between
132 and 153 Avenues. Motion Carried.
Fedderly noted that the signed contracts have been returned
for Federal Funding for paving CTH "P" from CTH "Q" to NCL,
and for paving on CTH I from 132 Avenue to 153 Avenue.
Machinery Management: Ramberg distributed and reviewed a
synopsis of the 2002 machinery management equipment
purchases. Ramberg outlined which items were left to be
purchased in 2002 and gave an update of the 2003 Machinery
Management progress.

' Fedderly reviewed plans from Cedar Corporation for the
repair of the roof over the welding shop area. The plans
included either replacing the rubber membrane over the
existing roof or to erect a structural steel frame to create
a pitch over the existing flat roof. A motion was made and
seconded (Peterson/ Grant) to have Cedar Corporation request
proposals for both repair options. Motion Carried.
Receive, Review and Award Salt /Chloride Proposals: Fedderly
reviewed the salt /chloride proposals received. A motion was
made and seconded (Grant /Jacobson) to award the salt
contract to Morton Salt of Chicago IL, the low proposer, for
$30.85 per ton picked up in St. Paul and $35.62 per ton
dropped off at our site. Also the calcium chloride contract
to Univar of Cottage Grove Minnesota, the low proposer, for
$.425 per gallon liquid calcium chloride delivered and $7.10
per 50 pound bag flake delivered. Motion Carried.
Review 2003 Budget: Fedderly reviewed the Highway Department
2003 Budget to be presented to the Finance Committee on
September 10, 2002. A quorum of the Transportation
Committee may be present at that meeting, therefore,
Fedderly will have Whiting note that in the Finance
Committee meeting notification.
Adjournment: A motion was made and seconded (Peterson /King)
to adjourn at 11:15 A.M. Motion carried.
