April 30, 2001
Meeting called to order by Administration Committee Chair, Nancy Bieraugel at 7:05 am
Members Present: Bieraugel, O'Connell and Peterson.
Legislators Present: Senator Sheila Harsdorf, Representatives Kitty Rhoades and Joe
Plouff.
Others Present: Suprs. Margaret Wolske, Julie Speer, Mary Louise Olson, Gerald
Peterson, Stan Krueger and Buck Malick. Register of Deeds Kay Walsh, Planning
Director Dave Fodroczi, Zoning Director Steve Fisher, Child Support Administrator
Lynn Holmes and Hudson Chamber of Commerce Rusty Hungiville.
Each Legislator briefly explained what they were working on, followed by a question
answer session.
Rep. Kitty Rhoades: Rhoades is working hard to change WI law, allowing 1 paramedic
to give needed treatment in an emergency situation. Current law requires 2 paramedics
on the scene, which could delay life- saving treatment. Minnesota can provide service
with only one paramedic.
Rhoades also discussed how Wisconsin is trying to receive more intergovernmental
funds from the Federal Government to provide more money for nursing homes in
Wisconsin. Wisconsin needs to have more of our money that is sent to Washington
returned to Wisconsin and we are working on ways to accomplish that.
School funding was discussed. The state is trying to maintain a two- thirds school aid.
She also mentioned that the census showed St. Croix County as the second fastest
growing county in the State, and our per capita salary is also one of the highest in the
State. Our growth in population has caught the attention of politicians as we increase in
voting power.
Supr. Wolske questioned the Village of Roberts 7% drop in population after the census.
She feels there is definitely an error somewhere. Rep. Rhoades will check into it and see
what she can find.
Rep. Joe Plouff: Talked about changes being proposed with the distribution of shared
revenues and how some communities would get more money, but some municipalities,
towns and villages would loose substantial amounts of revenue that would have to be
made up through taxation. He does not support the changes. Rhoades and Harsdorf also
do not support the proposed changes.
Discussed the funding of disabilities service.
Rep. Plouff stated the budget is getting tighter and tighter. What is going to be cut next?
Senator Sheila Harsdorf : The budget process has to be done in a more timely manner.
It is a challenging budget and it will take leadership and commitment to meet deadlines to
balance the budget.
Briefly discussed assessed value on farmland. Wisconsin has the 3 rd highest tax rate in
the United States.
Ethanol Plants: Wisconsin is considering subsidizing the building of ethanol plants. We
would not have to continue to import from neighboring states and it would generate more
revenue for Wisconsin.
Harsdorf stated that she would also like the Milwaukee Choice Funding changed back to
their original agreement. Milwaukee pay 100% versus the 50% paid by them and the
other 50% paid from the school board fund.
Planning Director Fodrozci explained what is happening with recycling funding. The
new budget drastically cuts recycling money to counties. He favors an increase in
trpping fees to make up the difference. All representatives agreed.
Briefly discussed the Stillwater Bridge situation.
