Members Present: Nancy Bieraugel, Linda Luckey, Tom O'Connell, Gerald Peterson and Daryl Standafer. Others Present: Administrative Coordinator Chuck Whiting, Veterans' Service Officer Lorin Sather, Punning Director David Fodroczi, Planner Ellen Denzer and Supervisors Jack Dowd and Julie Speer. Adoption of Agenda: Motion by O'Connell, 2nd by Standafer to adopt the agenda. Carried. Adoption of Minutes: Motion by Luckey, 2nd by Peterson to adopt the March 6th minutes as corrected. Carried Next Meeting bate: Legislative Breakfast — April 30 — 7:00 A.M. Hudson House May Administration meeting is May 1, 2001 900 A.M. Rules and By -Laws: The county needs to have a uniform way of getting minutes done and distributed. Many are questioning putting the "unofficial" minutes on the web site. Administrator Whiting will try and draw something up that would be workable for all committees and departments. More discussion at the May meeting. Legislative Issues: Supr. O'Connell stated Rep. Rhoades is working on getting an administrative rule in place that would allow smaller rural areas to staff only one paramedic on the scene versus two, which is the current rule. It will be referred to the Emergency Management Committee and they will draw up a resolution to present to County Board for approval. Planning Director Fodroczi briefly explained a resolution endorsing maintaining funding for municipal recycling programs. Motion by Bieraugel, 2nd by Luckey to support the resolution offered by the Resource and Education Committee. Carried. Redistricting: A resolution was drawn up and will be presented to County Board for the establishment of a county redistricting committee. Motion by O'Connell, 2nd by Peterson to present the resolution to County Board. Carried. Planner Ellen Denzer presented census figures to the committee. The official census population for St. Croix County is 63,155 an increase of 12,902. Each County Board Supervisor will now have 2037 constituents versus 1600. Denzer will be presenting the census results to the County Board at the April 17 meeting. Copies of the presentation will also be given out. Veterans' Sergice Officer Evaluation: Chair Bieraugel feels that the evaluation should be done by Administrative Coordinator Whiting. He works more closely with Lorin. The committee could then add supplemental comments. Motion by Peterson, 2nd by Standafer to have Whiting do the evaluation on Lorin Sather. Carried. The committee will then review the evaluation in closed session at the next meeting. Supr. Standafer was dismissed at 10:00 A.M. Committee Structure: Whiting explained the committee structure options he drew up, one of which included an Executive Committee made up of the chairmen/chairwomen of each standing committee. The Executive Committee could prepare the County's budget, an idea that is endorsed by some supervisors. The Finance Committee would then be responsible for administrating the budget and helping to resolve problems throughout the year. Supr. Peterson thinks a separate meeting should be scheduled for restructuring discussion. Whiting will continue working on improving a committee structure model for the county using suggestions and ideas from supervisors and staff. Tobacco Settlement Monies: The committee discussed the Governor's plan to sell the settlement payment plan in exchange for a lesser amount of money now. Some of the money would be used to help balance the budget. More information is needed in order for St. Croix County to take a position on this proposal. Supr. Standafer had stated earlier that he would try and get more information about this subject when he was in Madison. We will discuss further at the next meeting. Meeting adjourned at 10:30 A.M.
