Administration Committee Meeting Minutes of January 23 2001
The meeting was called to order at 8 :05am by Chair Bieraugel.
Members Prgsent Nancy Bieraugel, Tom O'Connell, Daryl Standafer, Gerald Peterson,
and Linda Luckey,
Others present at Various Times: Supervisors Buck Malick, Julie Speer, Esther
Wentz, Tom Rose, Dick King, Ralph Swenson, and Tom Irwin. Chuck Whiting,
Administrative Coordinator, Greg Timmerman, Corporation Counsel, Bob Mudge, and
Andy Caulum
Adoption of Agenda: Motion by O'Connell, second by Standafer. Carried.
Date of Next Meeting: March 6 h , 2001
Action on Previous Minutes: Deferred to March meeting.
Unfinished Business:
1.. Resolution for Advisory Referendum on the Number of County Supervisory
DistriEts: Committee briefly reviewed and discussed prepared resolution.
Motion made by Bieraugel, seconded by O'Connell to place resolution on the
floor for a vote. Voting No: Bieraugel, O'Connell, Peterson, and Luckey Voting
Yes: Standafer
2. Resolution Opposing Chippewa Meadows Casino: Committee discussed at
length.
Standafer said he had prepared an amendment to the resolution. Standafer made a
motion to_ place his amendment on the floor. O'Connell seconded motion for
discussion purposes. The amendment read: "Therefore, be it resolved that, based
on the resolutions of opposition and the studies finding the casino detrimental, the
St. Croix County Board of Supervisors does remind the Governor that a resolution
In favor of the project has not been passed."
Committee wanted to discuss legal issues with Corporation Counsel in closed
session. Timmerman advised them that it was legal and proper to do so. Motion
by O'Connell, 2" by Peterson to go into closed session per State Statute
19.85(1 xg), and reconvene into open session. Roll call vote: Bieraugel -yes,
O'Connell -yes, Standafer -yes, Peterson -yes, Luckey -yes. Committee went into
closed session at 8:30am.
Motion by O "Connell, 2" by Standafer to come out of closed session. Passed.
Committee came out of closed session at 8:50am.
Standafer offered to withdraw his amendment, and O'Connell withdrew his 2 "
Motion by Bieraugel, 2" by O'Connell to replace the word "opposes" with "not
in favor of in the paragraph beginning with "THEREFORE, be it resolved that...
". Motion passed 5-0.
