January 16, 2001
Meeting called to order at 9:03 A.M. by Chair Bieraugel.
Members Present: Nancy Bieraugel, Tom O'Connell, Gerald Peterson and Daryl
Standafer. Linda Luckey, excused.
Others Present: Administrative Coordinator Chuck Whiting, Corporation Counsel Greg
Timmerman, Supervisors Julie Speer and Chuck Mehls. Arriving later were former
County Board Supervisor Tom Caflisch, Planning Director Dave Fodroczi and Planner
Ellen Denzer.
Adoption of Agenda: Motion by O'Connell, 2nd by Peterson to accept the agenda.
Carried.
Adoption of Minutes: Motion by O'Connell, 2nd by Standafer to adopt the December 5,
2000 minutes as published. Carried.
Next Meeting: No meeting set for February. March 6, 2001 (tentative date for the next
meeting).
Rules and By -saws: Nothing for discussion.
Legislative Issues: The Legislative Breakfast held at the Next Door Cafe, January 15,
2001 was well attended by County Department Heads and County Board Supervisors.
Three of the four Legislators were present. Representatives Joe Plouff and Kitty Rhoades
and Senator Sheila Harsdorf. The meeting was informative and productive. Another
meeting will be scheduled in the Spring.
Number of Supervisory Districts & Redistricting: Supr. Standafer would like to have
an advisory referendum on the April ballot to obtain input from the public. A straight
forward "yes" or "no" referendum. Standafer feels that public support is out there to
reduce government size in general. Motion by Standafer, 2 by O'Connell to present a
resolution to County Board for an advisory referendum to be added to the ballot. Carried.
Corporation Counsel will write the resolution according to statutory requirements. The
question would read: Should St. Croix County Supervisory Districts be reduced to 25 or
less?
Committee Restructure: Nothing to discuss at this time.
Resolution Opposing WCA Lobbying on Behalf of the Gambling Industry: Motion
by O'Connell, 2 by Peterson to present the resolution opposing WCA lobbying on
behalf of the gambling industry to the Board for approval. Discussion followed. The
committee agreed to amend the resolution written up by Corporation Counsel. Deleting
the third para�raph on page 2. Motion by Standafer to approve and present the amended
resolution, 2 by Bieraugel. Carried.
Health & Human Services Request for Nursing Home Retention Change: The
committee discussed the duplication created by saving patient accident reports, when a
record is also kept and noted on each patient's chart. This is not required by State statute.
These charts are also kept for a 5 year period. Motion by Bieraugel, 2 by Peterson to
remove #4 in the County Ordinance and have a resolution prepared for the January 23
County Board meeting. Carried.
Emergency Communication Structure: Supr. Mehls shared his thoughts with the
Committee on how the Communication Director's position replacement could be
handled. Mehls does not think it should be placed under the Sheriff s Department. The
combination of Emergency Management and Emergency Communication has been
working just fine. St. Croix County is the only County in the immediate 5 County area
that has a civilian manned system. Chair Bieraugel inquired as to who will run the show
in the absence of the Director? Emergency Management Director Jack Colvard could do
the business and personnel tasks and the Lead Telecommunicator would take care of the
remaining duties. The department can survive as is for about a month.
Administrative Coordinator Whiting stated the choices available right now are replace the
director or place under the Sheriffs Department or another existing department.
Postponing filling the position until all Committees involved have discussed the situation.
Corporation Counsel Timmerman suggested hiring a supervisor position versus hiring
another Administrator.
Chair Bieraugel asked that Supr. Mehls have his committee discuss and make a
recommendation.
Resolution Opposing Hudson Casino: Planning Director Dave Fodroczi and Planner
Ellen Denzer shared information on what impact a casino would have on our
environment. 'The Bureau of Indian Affairs failed to provide the County with all that
was needed to do an adequate study. All of the County's issues were not addressed,
leading to a shortage in housing and unemployment to list a few affects a casino would
have. The potential is there for a detrimental environment impact.
Motion by Bieraugel, 2 by Peterson to have a resolution prepared for the January 23r
County Board meeting opposing a casino at St. Croix Meadows. Carried.
3 yes and Standafer voted no.
The committee, also agreed to have an Administration Committee meeting prior to the
County Board meeting at 8:00 A.M. to review the resolutions.
