Meeting called to order at 9:03 A.M. by Chair Bieraugel
Members Present: Bieraugel, Peterson, Standafer. O'Connell arrived at 9:10 A.M. and
Luckey excused.
Others Present: Administrative Coordinator Chuck Whiting, Economic Development
Corporation Director Bill Rubin and County Board Chairman Thomas Dorsey joined the
meeting at 10:25 A.M.
Next Meeting Date: January 8, 2002
A tentative Legislative Breakfast is being planned for January 14
or the 21" in New Richmond.
Adoption of Agenda: Motion to adopt the agenda as published by Peterson, 2nd by
Standafer. Carried.
Adoption of Minutes: Motion by Standafer, 2nd by Peterson to adopt the amended Nov.
6 th minutes. Carried.
Amendment is: Bottom of page 1, delete "No action was taken." Add: There
was
no support from the committee to recommend changing the term length from 2 to
4 years.
Rules and By -Laws: The committee discussed a policy to evaluate the need for the
continuation of a vacated position. An established policy was located in the "Personnel
Manual ". Whiting says the Personnel Study will address this issue also. It was decided
by the committee to give the policy to County Board Chair Dorsey and have him present
it to the County Board as a reminder that there is a policy already in place.
Supr. Peterson would like a master plan worked up combining various committees for the
entire County.
Multi County 'technology Zone: Economic Development Director Bill Rubin
explained to the committee how multi- county technology zones work. Our zone would
include Pierce, Polk and St. Croix Counties. The companies would have to be high
technology companies and would have to make a capital investment, such as expansion.
There will be nine zones in the State. Eight of these zones would be economic
development zones and one would be an agriculture development zone. The zones would
be effective for ten years and five million dollars in tax credits would be allowed for each
zone.
Motion to support a resolution for technology zones by Standafer, 2 nd by Bieraugel.
Carried.
State Legislative Issues: A tentative Legislative Breakfast is being arranged for either
January 14' r 21 It will be held in New Richmond in conjunction with the Health
Centers' meeting with the Legislators. Whiting will send out a memo to committee
chairs asking their input as to what they would like on the agenda for discussion.
Tourist Information Center: The City of Hudson is looking into a better access to the
center.
Goal Settine and Administration Structure: It was suggested that chairmen of all
committees rotate committees to see all phases of County Government. Supervisors
need to know all functions of the various committees in St. Croix County.
Goals need to be set and then followed through to the end.
A strategic planning session with the full County Board in attendance for the purpose of
goal setting was suggested. An outside facilitator would be hired to conduct the session.
Motion by Peterson, 2 nd by Bieraugel to present a resolution to the County Board to hire a
facilitator for no more than $1500 to conduct a Strategic Planning Session for all County
Board Supervisors. Carried. The tentative date decided upon is April 23
Motion to adjourn at 11:00 A.M. by O'Connell, 2 na by Peterson. Carried.
