Members Present: Linda Luckey, Tom O'Connell, Gerald Peterson and Daryl Standafer. Nancy Bieraugel, excused. Others Present: Administrative Coordinator Chuck Whiting, Supr. Julie Speer. County Clerk Sue Nelson at 11:00 A.M. Motion by O'Connell, 2 nd by Standafer to adopt the agenda. Carried. Motion by O'Connell, 2 nd by Luckey to adopt the August 1, 2001 minutes with punctuation and grammar corrected. Carried. Next Meeting: Tuesday, October 2, 2001 9:00 A.M. WCA Resolutions: The following actions were taken on the 2001 WCA Resolutions: Resolution 1: Unanimous decision to support. Resolution 2: Two members supported. Recommendation to consult with Health & Human Services Director John Borup and the Courts. Resolution 3: Support as amended. Resolution 4: Three no support and 1 maybe. Committee questioned the justification for 23 new positions. Resolutions 5, 6 & 7: All similar. Unanimous decision to support. Was this already passed in the budget? Resolution 8: Unanimous no. Questioning what tobacco has to do with repeat offenses. Resolution 9: Strong no. Resolutions 10 & 11: All support. Consult John Borup. Resolution 12: Unanimous opposition. Resolution 13: Unanimous support. Resolution 14: All support. Resolution 15: Maybe. Consult Ag. Extension Committee. Resolution 16: Unanimous support. However, the budget has already been passed. Resolution 17: One yes, three no. Resolution 18: Unanimous no support. Resolution 19: One no support, three maybe. Idea has merit — not sure of specifics. Resolution 20: Comment only. Budget already passed. Resolutions 21, 22 & 23: All similar. Unanimous decision to support. Resolution 24: All yes to support. Resolutions 25 & 26: Unanimous support. Budget already passed. Resolutions 27 & 28: All support. Resolution 29: All support. Resolution 30: Unanimous no support. Resolution 31: All support. Administration 1 Sept. 4, 2001 Resolution 32: All support. Resolution 33: Unanimous support. Support local control but oppose residency requirements. Resolution 34: Unanimous yes to support. Resolution 35: No support. Resolution 36: All no support. Resolutions 37 & 38: Yes to support. Resolution 39: Yes to support. Resolution 40: Non support. If one state implements this, retailers will move their operation to another state. Resolution 41: Unanimous no. If this is eliminated, the $13 million will have to come from somewhere else. Resolution 42: One yes, three no. Resolution 43 & 44: Similar. Unanimous support. Resolution 45: Yes Hudson Tourist Information Center: No information available. Whiting will check with Highway and other areas, and will have something available for the October 2nd meeting. Legislative Issues: It is mainly budget issues at this time. The State has had the smallest percentage revenue increase in a long time. Line Staff Organization Chart: Supr. Peterson would like to have a visual chart drawn up, showing who reports to who at the Department Head level. Whiting also stated there should be a "standard" as to who reports to whom. Also mentioned was who has input into performance evaluations of Department Heads? The committee decided that any committee who has contact with a Department Head should have input into their performance appraisals. Committee decided to wait and see what happens with the Springsted evaluation. Secretary Seminar Report: County Clerk Sue Nelson reported that 13 County secretaries attended the August 29 informational seminar. The purpose of the seminar was to standardize committee minute formats. Brenda LaValley from WITC, New Richmond, gave the presentation. A future get- together will be planned to discuss and exchange ideas. Rules and By -Laws: Supr. Peterson felt that not having a County Board meeting in July hampered rezonements, thus making the Zoning Department's job more difficult. Peterson thinks we need to look at this more closely.
