August 1, 2001
Meeting called to order at 9:15 A.M. by Chair Bieraugel.
Members Present: Nancy Bieraugel, Linda Luckey, Gerald Peterson and Tom
O'Connell. Daryl Standafer excused.
Others Present: Veterans' Service Officer Lorin Sather and Administrative Coordinator
Chuck Whiting, arrived at 9:30 A.M.
Motion by O'Connell, 2nd by Peterson to adopt the agenda. Carried. Motion by
O'Connell, 2nd by Peterson to approve the July 3 2001 minutes. Carried.
Next Meeting Date: September 4, 2001. Nancy Bieraugel excused.
Veterans' Service Office Budget: Lorin Sather Veterans' Service Officer presented his
budget to the committee for approval. Sather referred to highlighted areas of his budget
and explained the reasons for the increases or decreases for the year 2002. Chair
Bieraugel asked that Sather report back to the committee in January to see how 2001
expenses and revenues ended up.
Supr. Peterson asked if there is a decrease in service to veterans because of the loss of so
many World War II vets. Sather stated that St. Croix County is growing so rapidly that it
is making up for the decrease in the loss of these war vets. Chair Bieraugel questioned
the increase usage of Veteran's relief for the year 2001. Sather stated more Vet's were in
need of emergency help (gas, groceries, rent). Sather, along with the Board of
Commissioners, screens individual's needs as best they can. It is usually a one time
assistance for each recipient.
Motion to approve the Veterans' Service Office budget was made by Luckey, 2nd by
Peterson. Carried.
Rules and By -Laws: No discussion.
Legislative Issues: A resolution in support of the Boundary Area Commission was
discussed. Without the Governor's veto the Boundary Commission would be eliminated.
No action was taken.
Whiting shared a letter from Racine County stating they agreed and supported St. Croix
County's feeling in regard to WCA's involvement in the gambling industry.
Supr. O'Connell strongly feels the whole County Board should approve who is appointed
to the WCA Committees. Whiting has mailed out to all supervisors a list of the WCA
Steering Committees and their responsibilities, along with a nomination form.
Redistricting: All villages, towns and cities have submitted their resolutions approving
the County Redistricting Plan. The Redistricting Plan will be mailed to supervisors about
August 10 A public hearing and resolution will be on the August 21 County Board
meeting agenda.
Committee Structure: Committee structure and how it relates to the personnel needed
to run County Government more cost effectively was briefly discussed. A special
meeting will be set up to go over committee structuring.
Role of Officers: The committee discussed briefly what would happen if the Chair of
the Board's office were vacated. Should the Vice Chair move to the Chair position and a
new Vice Chair be elected by the County Board? This would require a change in our by-
laws. Further discussion at a later meeting.
Tourist Information Center: Supr. O'Connell had heard that the tourist information
center could possibly be moved to Menomonie. A resolution supporting keeping it in
Hudson should be drawn up, but we need to make sure this is not just a rumor. Whiting
will check for more facts before anything is done.
