Absent Mary Lestrud and Diana Alfuth. The meeting was called to order by Chairman Chris Bethke at 12:30 p.m. Date of next meeting was §et for Tuesday, April 3, 2001 at 12 :30 p.m. Leon Berenschot moved that the agenda be adopted as presented. Art Jensen seconded the motion. Motion carried. j Art Jensen moved that the previous meeting's minutes be approved. Lois Burri seconded the motion. Motion carried. i Leon Berenshot moved tht the vouchers be approved. Lois Burn seconded the motion. Motion carried. ADMINISTRATIVE ;PORT Federal Budget Updat No report. State Budget Update— eaman reported that Cooperative Extension has taken 1 /2 of 1 percent, approximately $115,000 reduction unde Governor McCallum's budget. Crisis in Agriculture Rg Reaman shared with the committee a resolution identifying the agricultural crisis in Wisconsin. This is a resolution that Chair Dorsey brought back from the Wisconsin Counties Association meeting and basked that the resolution be brought to the County Board through the Extension Education Committee. Financial Contract for orticultural Position Travel & Expenses —In Bethke's absence, Reaman delivered the contract to his home or his signature. It's a contract that approves the budgeted payment of travel and expenses for the horticul a position. 4H YOUTH DEVELO MENT Interview Date for 4 -H Summer Assistant Position —The interview date for the 4 -H summer assistant candidates has been sch uled for Friday, March 23, 1:30 – 3:30 pm. Burri will participate in the interviews. Reaman will contact Jensen, Raymond and Bethke closer to the interview date. Applications are due March 9. Mini Talent Explosion -' –This is an event for all the communication and cultural arts activities: music, drama, speech, interpretive reading, demonstration, arts /crafts and photography. The club events were down this year but the individual events were up in participation. Individuals and clubs are selected to participate in the 4 -11 District Talent Explosion and the Wisconsin State Fair based upon their performance at the St. Croix County Mini Talent Explosion. Camp Counselor Inte� view & Selection— Sixteen 4 -H teens will be interviewed the evening of March 6 for 1 10 camp counselor position . The duality of the applications is very good. The increase in numbers of applicants can be attributed o the 8 grade camp introduced by Reaman last summer. New Leader Orientations- -Reaman has taught one new leader orientation this winter. There are two more orientations scheduled. The{ orientations include a background check for child safety issues and a 2 -hour workshop. Each year Rea certifies, on an average, 30 -35 new 4 -H leaders. This last orientation included 4 new leaders who were activ 4 -H members under Reaman. It's exciting to see these young people come back to the program as adult volunteers. Jr. Leader Activities —Re an chaperoned 15 4 -H Jr. Leaders (4 -H teens in the 8 grade and up) on a community service project o Mary's Place in Minneapolis last Saturday. Mary's Place is a temporary housing shelter for families who do of have homes. There is a playroom there that can only be opened when there are volunteers to supervise. T Jr. Leaders supervised the playroom, organized large group games for the children, played with them and read with them. At the Jr. Leader meeting Monday night, following this community service project, Reaman led: the group in an activity that encouraged the teens to think about how some families have fewer resources than others, how they feel when they are compared to families /children with lots of resources, and what the result is in society. PLANNING DEPARTMENT'S REPORT Fodroczi reviewed a list of January vouchers totaling $4,199.57. Jensen moved that the vouchers be approved as presented. Raymond seconded the motion. Motion carried. Spring Collections: Fodro�zi summarized the special waste collections for electronics, hazardous waste, tires and appliances to be held in Ma� and June. He distributed a staff memo that went to all local governments and recycling contacts to identif� all the dates, times and locations. He also mentioned that the details for all collections would be in the spring edition of the "Your Wasteline" newsletter that would be distributed to all households during the two weeks before the first event. State Budget/Legislative pdate: Fodroczi reported that Governor McCallum's proposed State budget would substantially reduce State ding for recycling. Annual funding would be reduced statewide by $10 million from the current level of $24 million. Fodroczi reviewed comparative costs per capita and per ton for recycling statewide and for neighbor' g counties. He indicated that the proposed reductions would force program reductions or a substantial increase in cal funding. He added that several groups and legislators are proposing an increase in landfill tipping fees to offso the proposed reductions and maintain the current level of state funding. Earth Day: Fodroczi reported that Recycling Specialist Mary Barney would participate in a local Earth Day event on April 21 st. She will set p a display at the Hudson County Market store as part of a program to encourage recycling by families and c 'ldren. RESOURCE AGENT'S PORT Small business manageme it counseling was held in Hudson on March 1 with four clients. The next session is scheduled for April 3. Drinking Water Programs were held over the weekends of February 16 and March 2. The next program is scheduled for March 16. The interim results of the udson downtown parking project were presented to the Retail Committee and City Council. Parking occupancy counts originally scheduled in February were postponed to March due to the cold weather. l i 2 11 Mary received a grant on betialf of the Assn. For Home and Community Education in which she is helping them develop 30 book kits on dif erent nationality groups with supplemental materials for families and school -age children to enjoy. The kits will be donated to the libraries of St. Croix County. Mary informed the committee of the large number of district and state officers in the St. Croix County HCE organization ( 8 in all). M works with these individuals on their leadership development and program planning. Mary shared a large survey roject, which is underway to evaluate the Parenting newsletters, which are given to all parents giving birth in St Croix County. Parents receive the newsletters until their child turns three years of age. Carol Z. is inputting th survey data, and the final report will be written in cooperation with state specialist, Dave Riley. The project wi highlight needed impacts and insure future funding from United Way. Mary and Martha will teach {Head Start Parents about good nutrition for their preschoolers and help them prepare a nutritious meal. Mary highlighted some of t e professional development training, which she has done the past month and will give a PowerPoint presentation on Early Literacy Issues at the May meeting.
