Absent: Mary Lestrud, Lee Milligan, Diana Alfuth, and Dave Fodroczi. The meeting was called to order by Chairman Chris Bethke at 12:30 p.m. Date of next meeting was set for Tuesday, July 3, 2001 at 12:30 p.m. Art Jensen moved that the agenda be adopted as presented. Ron Raymond seconded the motion. Motion carried. Leon Berenschot moved thaat the previous meeting's minutes be approved. Lois Burri seconded the motion. Motion carried. Leon Berenshot moved that the vouchers be approved. Ron Raymond seconded the motion. Motion carried. ADMINISTRATIVE REkORT Federal Budget Update — Senator Kohl has forwarded a recommendation that the Smith -Lever Funds in the Federal Budget be increased to reflect inflation. It is the Smith -Lever Funds in the Federal Budget that allocate salary dollars for Extension) Programs in each state. State Budget Update— Theere are no new monies in the state budget only what the Governor budgeted. There is also no information on the salary plan for state employees. UWEX Administration has directed us to budget a 3% increase for salaries and 35% for fringe benefits. 2002 County Budget There are two items that will affect the 2002 County Budget for UWEX: capital outlay plan and adjustment to the Horticultural Educator Position. Reaman distributed the pro osed capital outlay plan and reviewed it with the committee. For 2002, it includes replacement of computers and the copy machine. Reaman proposed the computers be purchased through the University's program to improve technology in county offices. That program allows county Extension Offices to purchase new computers and repay the University over two years interest free. The copy machine will need to be budgeted outright. Tom Kalb will be returnin4 from his 2 -year leave to the Horticultural Educator Position this fall. Diana Alfuth has filled the position duri#g Kalb's absence. Alfuth has been offered a part-time teaching position (AFTE) beginning July l which she intends to accept. To help ensure a smooth transition, Alfuth has agreed to continue to work at a .6 F rate through Kalb's return. The proposed programming schedule for the three counties involved is: Piero 20% (Monday's), St. Croix 20% (Wednesday's) and Polk 20% (Friday's). Motion by Raymond, to approve the new proposal for the Horticultural Educator position if the other counties also accept the new programming schedule. Seconded by Bethke. Motion passed. 1 The committee supports a jcant meeting with the counties involved to discuss the future of the Horticultural Education position as soon as possible. One of the agenda items will be a discussion about outreach efforts of the educator (focus on horticultural needs of agricultural producers). It was agreed that Alfuth needs to be involved in this discussion as she will be able to provide specific insight into the position. Reaman will forward the information to Mike Perkl, Western District UWEX Director. WACEC State Convention— Berenschot, Burri and Reaman will be attending the State WACEC Convention in Manitowoc June 24 -26 4 -11 YOUTH DEVELOPhh ENT Certified 4 -11 Volunteers- -The final Youth Protection Policy Orientation for new leaders is this evening. Eight adults are registered fir the orientation. Reaman will provide a final report at the next meeting. County Fair Tip Sheet — Reaman has developed a Tip Sheet for youth and families who might participate in the County Fair but are not part of the 4 -H program. Often those individuals become frustrated because they don't understand all the rubs and regulations involved in exhibiting at the fair. This Tip Sheet is written to provide them enough information about exhibiting at the fair so they understand what is involved and can make an informed decision. Participation in 4 -H Sum er Activities -70 St. Croix Count 4 -Hers are registered for 4 -H cam P � Y ' . It's a g P three - county camp involving St. Croix, Polk and Dunn Counties. St. Croix County 4 -H'ers also make up the bulk of the teen counselors for camp. It's one of the best leadership development opportunities offered. The highest leadership function is the Jr. Director which is an older teen who has had several years of counselor experience and is specifically trained in small group facilitation to work effectively with their counselor group. Many 4 -H members seek this opportunity. Reaman's role is to work with the Jr. Directors to make sure they are well prepared for the leadership role they assume at camp planning and counselor training. 4 -H SUMMER ASSISTANT REPORT Aaron, the 4 -H Summer A sistant, first day in the office was May 30. He reported that he has been working on Wisconsin State Fair entries and County -to- County Exchange, which is with Waushara and Green Lake Counties. St. Croix Count will be traveling to Waushara and Green Lake Counties on June 22 -24. He attended the Summer Assistant training for the Western District in Dunn County. Wisconsin 4 -H Conference is coming up on June 18 -21 and St. Croix County has 12 delegates attending. Camp Counselor training is coming up on June 6 -7 where the summer assistants from Polk, Dunn, and St. Croix County are preparing a resource fair. The resource fair is designed to help camp counselors plan their educational sessions. Aaron also plans to help with the Tractor Driving contest on June 8th PLANNING DEPARTMENT'S REPORT Barney reviewed a list of May vouchers totaling $136,290.44. Berenschot moved that the vouchers be approved as presented. Raymond seconded the motion. Motion carried. Spring Collection Repo s: Barney reported that the four spring special collections went smoothly and were well received by county residents. The Clean Sweep program worked out particularly well by collecting from businesses and farms on riday afternoon, assuring an efficient and speedy collection on Saturday. The Highway Department's cooperationlin extending usage of the county shop facility for the additional day was greatly appreciated. Of note was that the appliance collection broke all previous records for units collected in a single -day event (405). Tire counts are stir coming in from the four sponsoring sites. Another Clean Sweep and appliance collection are planned for this fall. 2 DNR 2001 Recycling Grant: Barney reported that the DNR grant payment of $227,760.26, covering the 2001 fiscal year was received. The amount was about $314 under last year's award. 2000 and 2001 Grant Pay 'Oents to Municipalities: Barney reviewed a grant pay -out schedule of the final 2000 payments to municipalities, Covering approximately 73% of program costs, and the first 2001 payments based upon 30% of projected figures. Municipalities will receive these checks in the next few days with a cover letter advising of future funding issues. Clean Sweep 2002 Grant Resolution: Raymond moved to approve submitting a grant application to the DNR for the 2002 hazardous waste program. Berenschot seconded the motion. The motion carried. RESOURCE AGENT'S PORT The employee survey portion of the labor market analysis has been completed with 300 random telephone interviews. Most of the employer interviews have been completed. The third segment of the Hudson downtown parking project was held in mid -May. The final segment is scheduled in mid -July. Janke is serving on the Sear�h and Screen Committee to refill the Extension Land Use Specialist position at UW -River Falls. Five applilcations were received and the screening process has begun. Janke has met with the H and Town Planning Commission and the Baldwin Town Planning Commission to assist them with understand ng the state "Smart Growth" requirements and citizen participation activities. The state director of the Sm ll Business Development Center has requested a meeting to discuss the future of SBDC services in Western Wisconsin. A tentative date on the morning of July 17 has been scheduled. Leon Berenschot volunteered to represent the County Committee at the meeting. F . FAMILY NUTRITION E UCATOR'S REPORT Circulated food safety eval ation results, 6 -month WNEP report, and the Food Resource Collaborative Mission Statement. Thanked Chris ethke for his determination and support of developing the community garden. Informed the committee of Jhe various agencies and volunteer members of the Food Resource Collaborative. Reviewed the different classes and displays provided to groups and individuals by the nutrition education program. Leon Berenschot moved to adjoum. Ronald Raymond seconded the motion. Motion carried.
