Adjourned 2:05 pm Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Dave Fodroczi, Lee Milligan, Jim Janke, and Mary Lestrud Absent: Lois Burri The meeting was calked to order by Chairman Chris Bethke. Date of next meetingwas set for August 7, 2001. Jensen moved that the agenda be adopted as presented. Berenschot seconded the motion. Motion carried. Berenschot moved that the previous meeting's minutes be approved. Jensen seconded the motion. Motion carried. Jensen moved that the vouchers be approved. Bethke seconded the motion. Motion carried. Berenschot moved to,approve the capital outlay budget. Jensen seconded the motion. Motion carried. Planning Department Report Fodroczi reviewed a list of June vouchers totaling $9,396.23. Jensen moved that the vouchers be approved as presented. Bethke seconded the motion. Berenschot asked for an explanation of the $5 bill from Greenman Technologies. Fodroczi explained that the bill was for tire disposal services from the Tire Roundup per contract and budget. Motion carved. Fall Collection Programs: Fodroczi announced that the Fall Clean Sweep and Appliance Collections would both be held on Saturday, September 22 The Clean Sweep will be held in New Richmond at thel City Public Works Garage. The Appliance Collection will be held at the Richmond Town Ha4 in Boardman and the Glenwood City Recycling Center. Legislative Update on State Funding: Fodroczi expressed concern about the major disagreement over State funding for recycling in the State Legislature as the 2001 -2003 State Budget has been developed. The State Senate has proposed a major expansion of Recycling Funds from a $10 increase in landfill tipping fees, but the Assembly has proposed to all but end State Recycling Funds. Either outcome would have a significant impact on the County's Recycling Program. 2002 Budget: Fodroczi informed the Committee that departments received 2002 County budget instructions on June 22 " and budget proposals were due back to Administration on August 17` He explained the uncertainty of the State Budget schedule that would impact the Recycling Program budget. The Committee agreed to consider department budget proposals at the next regular meeting on August 7 th Clean Sweep 2002 Grant Application: Fodroczi reported that the 2002 Clean Sweep application had been recently submitted to DNR. He added that there is a good chance we would know the outcome on our $15,000 request before the 2002 County budget is finalized. Ag Agent's Report Milligan is coordinating Farm City Day educational activities at Roger and Dave Goodrich's Farm. Tom Wells is the general chairman. The event will be held August 11. The corn silage and grain research plot is at the John Schottler Farm. Milligan made three farm visits with Dave Kammel, UWEX agricultural engineer. Two dairy producers were interested in installing small parlors. A third producer had ventilation questions. Milligan and the Western District Agriculture Agents are coordinating and hosting the Midwest Dairy Herd Health Conference in Eau Claire in November. Brad Afdahl, a St. Croix County dairy producer with the highest herd average in the state will be a panelist discussing transition cow management. Milligan and the area agriculture agents are coordinating the Ag Lenders Conference for January, 2002. Milk marketing efforts are underway. A follow -up to the milk marketing workshops this winter will be a milk marketing club. Alfalfa quality measurements were taken by Milligan and reported to dairy nutritionists, veteririarians, - crop consultants. These were of standing alfalfa. The effort was to have producers understand how the quality was changing and help them determine when to cut first crop. Milligan met with an ethnic grocery store owner from Minneapolis and a local beef and sheep producer. The goal was to explore a potential market for mutton and goat meat. The grocery store owner was looking for a source of mutton and goat meat (about 10,000 lbs. total) at a lower cost than what he imports it. It doesn't appear that the producers in this area can supply the meat at a lower cost. Farm visits have focused on dairy nutrition, herd health, grain crops and forage crop production, dairy buildings, and weed control. AW Resource Agent's Report Janke reported that the data for labor market study has been gathered. 300 Households and 38 businesses participated. The analysis and report is due on July 20 and will be presented to the St. Croix Economic Development Corporation. Janke has been working with the towns of Pleasant Valley, Baldwin, and Hammond to assist them with setting up their planning commissions and designing their citizen participation programs. The Kickoff for Pleasant Valley citizen participation program is scheduled for July 25. All residents of the town will be mailed an invitation. The results of the Hudson downtown parking occupancy counts and visitor interviews were presented to the Parki',ng Advisory Committee in June. The next set of counts and interviews is scheduled for July 11, 13, 14. A meeting to discuss the future of small business management counseling through UNV -River Falls is scheduled on July 17. Family Living Agent Report Lestrud discussed the!,summer sewing workshop which included 34 youth and 15 volunteers. Each youth made a pair of pajamas, and many of them will either be entered in the style revue and /or the county fair. The AnnMarie foundation provided a giant for the project. Lestrud attended two in- service sessions in June. The first was a two -day workshop on parent education which was held at the University of Minnesota and the second session was held in Oshkosh on the subject of Community Building. Lestrud is currently planning for the Food Fair on July 14` All the youth enrolled in the 4 -H Foods project have their food judged at this event. Several action exhibits are planned to teach the youth and parents about nutrition. The 4 -H Foods Revue, where youth are judged on a table setting and food preparation, will also be held at this time. Lestrud received two small grants during June from the New Richmond Community Foundation. One grant will allow the purchase of parenting books and tapes for the families at the fall Family Camp, and the other Vi*11 allow for the expansion of the African American kit being made by an HCE club for the libraries of St. Croix County.
